The Commission,determined that <br />a retaining wall is proposed and will be adjacent to the Winter <br />Radio Store property._ Interested neighbors were invited to look at <br />the plaa and make observations. Mr. Gene Skutt, President of the <br />Park West Home Owners Association, introduced liimself and commented <br />that; 1. some residential property abutts this land under study, _2, <br />there is concern regarding noise, 3. questions the reason that <br />some residential owners received notice and others did not, 4. <br />requested information as to the difference in elevation between <br />Shell uroperty and the next developed property 5. aslced the <br />Commission to consider a privacy fence at tlze rear of the property <br />and 7. mentioned problems with this property in maintenance and <br />upkeep in the past. 1fie Commission responded to Mr. Skuttts <br />questions and statements and in particular advised him that proper <br />public notice had been servede Mr. J. Foreman informed the group <br />that no cars will ever be left overnight on the exterior of the <br />premises. Mre McDermott stated that no water from the developed <br />area will be permitted to drain on any other property. Mr. Prokasy <br />made a motion to refer the Speedy Muffler proposal to the Architectural <br />Review Board, seconded by Mr. Ohman and unanimously approved. <br />Mr. Gundy as required by Ordinance No. 78-128 presented an appli- <br />cation for a sign to be installed at 27195 Lorain Road. The sign <br />will be 4 x 8 and erected on existing supports. Mr. Ryan made a <br />motion to refer the sign for the Family Restaurant at 27195 Lorain Rd. <br />to the Architectural Review Board, seconded by Mr. Boberts and <br />tmanimously approved. <br />At this point a discussion was neld concerning the purpose and <br />contents of the ordinance. Mr. Prokasy made a motion to amend the <br />rules'of the Planning Commission for application of signs only to <br />to go directly to the Architectural Review Board and then referred <br />back to the Planning Commission, seconded by Mr. Ohman. Nlembers <br />Brown, Gorris 9 Ryan, Ohman, Prokasy, and Bugala voted aye, Mr. Roberts <br />abstained.
