! <br />r <br />Planning Commission 12-13-77 <br />- 2 - <br />Mr. Gundy related the report of the Architectural Review I3oard on <br />10-21-77 recommended disapproval of the plan for A Px P store or <br />to approve with 9 changes. Previous plans were displayed; also <br />plans dated 12-2-77. Many neighbors and representatives of A& P <br />assembled before the Commission. PJeil Brennan, engineer on the <br />project explained plans and revisions; also recommended revisions <br />that were not made were explained. Lengthy discussion followed. <br />Included in discussion were grade elevation, screening, parking, <br />entrances, drainage, traffic, deliveries, buffer strip and fenc- <br />ing. AZro Tischler moved to disaporove the plan. Representative <br />from A& P stated the plan meets zoning and building codes. Law <br />Director Gareau explained there must be legal proprie.t,y; Archi- <br />tectural Review Board recommendation is not tenable before this <br />Commission; legal reason is needed for standards not met. P?`?r. <br />Tischler'S motion died for lack of a second. Mr. Rafeld moved <br />to approve A& P site plans vith stipulated changes: 1) driveway <br />- have drivewa3= and add 10 additional ft. for left turn lane; 2) <br />exterior brick on three sides; 3) chain link fence with slats of <br />metal at property lines, rear and sides, fence along nroposed curb <br />on vest, east and north - fence to stop as indicated on plans - L) <br />shrubbery along grassy area on exit to W. 231st and corner of W. <br />231st- & I,orain; 5) elimination of one parking space near west in- <br />gress and egress to W. 231st Sta as indicated on plan. AZr. Zuraw- <br />ski seconded, and motion passed. <br />(d ) Waldo's <br />Nir. Roberts moved to cisapprove plans of vtialoo's I1ursery addition, <br />pending submission of proper plans. I,Ir. Rafeld seconded and mo- <br />tion passed. <br />IV. New Developments and Subdivisions <br />(a) Kleinman-Realty Subdivision. _.Combining two existing parcels into <br />a single parcel on west side._of ',?ihitehaven=approximateiy 110 ft. <br />south of Broxbourne. Class-C residential.:--Permanent Parcel Nos.- <br />233-19-18 and 190 . <br />Mr. Gundy submitted_=plans. The ovner, Linda Taylor,- appeared_be- _ <br />fore the Commission. After study by the Commissioners, Phre Zuraw- <br />ski moved to approve subdivision as presented. Mr. Roberts second- ed and motion passed.-- <br />(b) Westmark Development Company Subdivision #l. -b1 residential lots <br />on proposed new streets located north of I,orain Road_and east of <br />Walter Road. New street connection onto ti:alter Road and Gessner <br />Road, Class C residential. Permanent Parcel IJos. 231 2 7-2? 3-and <br />21. <br />I?`?r. Gundy presented the proposal and stated the Engineer has con- <br />firmed the plans zre in order. 4?Mr. Kadar and Nr. Bower came be- <br />fore the Commission and explained the plans. Lots are to be 70 ft. <br />x 155 ft.; A Class homes are to;be built. Commissioners asked that <br />gas wells be located and noted.6n the plans. 14r. Tischler moved to <br />retain in committee contingent ilpon conformation of zorning laU?s in <br />regard to the two roadway entry lots. 14r. 7uraw=ki seconded, and <br />motion passed.
