Kanareff stated that the reason-Mr. Pate came to the planning <br />- commission was because the council has established a policy of being <br />against package plants. So before spendino for engineering and design <br />of enlargin; plant. he would like •to knowr how the plannino commi.esion <br />would feel about his doing this• Tlie commission felt it tvould moet viith their a,:?prova1 for these reasons: <br />In as much- as this plant is a7.ready in operation it would be forced <br />to tie into the future North Olmsted sewer. <br />The effluent from the plarrt does not enter ran open dit ch in North - <br />01mst ed . <br />The lifting capacitp of the pump is large enough for the increase in <br />size. - <br />It vrould be desioned to accottnodate our sewer system. <br />The commission wa.nts it understood it is not establishing a precedent <br />by approving this. Tney feel they wi1l approve it because the builder is <br />only enlarging an already existi.ng enclosed sewage disposal plant. <br />ltr. Sipe stated that the number of apartments to be built should <br />not exceed the total number of apartments the.t the package pla.nt can <br />adequately handlee Regiona"1 Planning Commission Speaker . <br />Ivtr. Abendroth; of the Cuyahoga County Regional P'lannin? Commi.ssion, <br />spoke to the commission. He talked about the vrork they. have done and <br />are doing in nTestlake, and shorred planning maps of Westlalse, such as a <br />general overall plan in the Nray of streets and Za.nd use; major thorofaxe <br />plan; more detailed planning where the tovrn. is broken into different <br />neighborhoods; scho.bZsaxd park areas; and business area pl.ans. <br />He told of studies they mske on population, shopging centers, <br />parks, schools, street probloms, industria.l and business axeas. ' <br />The comnussion does not d.o the engineering timrlc. The planning <br />is prior -to engineerir_g. It acts as a future guide for the tovvn, <br />coordinating work and exc'nangi.ng ideas. It d oes coordinating betvreen <br />differerxt communities. After that a civil engineer takes over. <br />In answer to the question of the cost of having a master p1an doiae, <br />il2ro Abendroth said that for a street plan alone, vihich we could. fi1e, <br />his estimatc;yvould be less than *1000.00. In order -Eo have them prepare <br />a p1an, the torm must be a member of the Regional Planning Commission. <br />The fee to join is based on the population of the town. <br />I&.
