<br />MINUTES OI+ A MFETING OF THE PLANNING CONIMISSION
<br />CITY OF NOHTH OL114STED - JAPIUARY 9, 1962
<br />The meeting was called to order at 7:00 P.M.
<br />Present: Jose.ph P. Kadylak, Ballard W. Vincent, Anthony T. LaPonza, Leslie B. Macs,
<br />arld Donald T. F'o rd o
<br />fibsent: Richa-rd C. Nlongello and Ralph P. Kelley.
<br />Also present: Paul J. Gareau, Mayor; James Wilson, Safet.y Director; Alex Kanareff9
<br />City Engineer; Ernest J. Gundy, Building Commissioner; and Henry Caster,,
<br />CoLZnc ilman.
<br />The meeting was called to order an hour early for the purpose of electing new
<br />officers. The,y are : Bal.lard W. iTincent, Chairman; Leslie B. Macs, Vice-Chairman;
<br />and Anthony T. LaPonza, Secretarl.
<br />SAUL BISKIAID
<br />Mr. Biskind appeared before the Comriission with two sets of plans for lot and street
<br />la,yout for a new subdivision, one with cul-de-sacs and the other with a circulating
<br />street plan. Discussion ensued relative to Mr. Biskind's proposal and the Commission
<br />recommended that the developer move in the direction of perfeoting the plan with the
<br />circulating street layouto It was moved by i,Ir. rord, seconded by iv:r. NIacs, that this
<br />plan be followec3. YEAS Kadylak, Ford, P•?acs, LaPonza, Vincent.
<br />Pir. Biskind also proposed a 78 foot boulevard with double lane traffic connecting
<br />Kennedy Ridge Road to Lorain Road., also meeting with the entrance of Fleharty on the
<br />South side of 13rookpark. It would be a double lane boulevard with a minimum 18 foot
<br />planted center strip through the entire length with parking prohibited in certain
<br />areaso Mr. Trlilson was of the opinion that this would be helpful to the Safety
<br />Department and the Service Department and that with an access to St. Richard's Church,
<br />as was proposed, it would keep most of the traffic to and from St. Richard's off of
<br />Lorain Road. Discussion ensued relative to the proposa]_ and it was moved by Mr.
<br />LaPonza, seconded by Mr. Macs, to accept the r.reliminar._y plans presented as per the
<br />drawing connecting this boulevard with Great Northern Boulevard proposed. 1'EAS

<br />FORMER NEIL MITCTIELL SUBDTVISION
<br />This land has now been purchased by the Columbia Land Development Company. Their
<br />proposal is for three subdivisions, No. 1 consisting of 59 lots, No. 2 consisting of
<br />64 lots, and No. 3 consisting of 66 lots, a total,of 189 lots. Council has requested
<br />that certain sublots be reserved f.or possible future street purposes with sucn blocks
<br />being left open until such time as the back lands are developed. In Subdivision 1
<br />they request sublots 32, 48' and 53 be reservedo In Subdivision 2 they would like
<br />sublot 1 left open' and in Subdivision 3 they rec?uest sublots 3, 18, 45, and 62
<br />reserved for such future street purposes. Mr. L. Pierman and Mr. R. H. Hovanetz
<br />appeared at tne meeting on behalf of the Columbia Land Deyelopment Company. Dis-
<br />cussion ensued relative to this proposal and it was moved by I4r. LaFonza, seconded
<br />by Mr. I{'ord, that the developer woulci hold the lots open for a maximum period of
<br />three years, at which time he would have to come back to the Comraission for approval.
