<br />PLANNING COT%R+RISSION <br />January 280 1969 <br />I. Ro11 Call <br />"I'he meeting was called to order at 8-04 P.M. by Chairman Jack Esgar. Those present <br />present were Jack Esgar, Edward Byers, Donald Ledvina, James Leonard, Kurt Richards. <br />Thomas Fabek. Absent Richard Nelson. "rtr. Esgar announcQd that Mr. Nelson was <br />out of town on business and that his absence was excused. Also present, Mike <br />Karhan, Acting City Engineer° Frank Lord, Assistant Law Director: Sally Henkle, <br />SecreLary. <br />II. Reading and Correction o-F Minutes <br />The FolloVrin; corrections were made to the minutes, i?nder IV, (b) Delete the sent- <br />ence FAA. 1^as given their approval,'. Under VII.(a) Change ` presently consi_deri.nR <br />such ordinances"' to concerned with housemoving problems". Chanp-,e the word 'service` <br />to "safety'. Tne folloiaing addition should be made undGr I. "The absence o-P Mr. <br />Fabek and Mr. Nelson urere excused.-. Mr. Richards moved to dispense with ihe read- <br />ing of the minutes of 1114/69 and to approve as corrected. r4r. Leonard seconded <br />the motion. Unanimously passed.. <br />YII. Old Business <br />(a) North Olmsted Comprehensive Plan -N14r. Esgar announced that the plan would not <br />be discussed toniaht. ^4eetings are being held with Council in an ef-17ort to <br />develop a recommended. plan that will be preser..ted to the public when it is <br />completed. It is not certain just kihen this wilJ, be. <br />(b) Regional planning Commission Proposal . The suggested work program was discussed. <br />Mr. Ledvina moved that the Planning Commission rECOmmend to Council that the City <br />enter into an agreement with ??_egional FlanninQ Commission and that $5000 be <br />appropriated for negotiation of a contract: secorded by Mr. Richards and passed. <br />(c) Westerly Tcivers Rezonin-u - Mr. Leonard stateei that he had studied the proposal <br />submitted ror a-Pirst class sit down res±aurant immediatplv west of Yardwick <br />House Apartments, The request is for 166` o-F frontage to be zoned commercial. <br />The area is presently high rise. The developer plans to construct a high- <br />rise o-Pfice medical building east of the restauraiit. Mr. Leonard asked if <br />action would be taken when the committee makes its recommendation or if all <br />proposals will be held up until completion o-P the study of Lorain R.oad. Mr. <br />Lord stated that he felt that any proposal should be acted upon individually <br />if they are presented in gocd fait;a.: Discussion was held regarding wliether <br />not :?iph ri.se was appropriate in this area and. whether it might be better <br />` to rezon° the entire area commercial. ,It was Jecided that if a rezoning request <br />i.s consistant with the over all planning. action woulcl be taken and that t e <br />proposals would not be tabled.until completion of the master plan. Mr.- <br />`Leonard moved to ask Co.uncil for an extensi-on of ti_me- secon e by Mr. Ledvina <br />and unar.imously passed. <br />(d) Olmsted Tnwers High p.ise Apartm'ents - Mr. Richard.s reported that he and Mr. Byers <br />have studiPd the pro_--3osal and ?eel that this would be a good use of the-land, _ <br />The proposal is 47or two 20 story apartments in the mixed use area east and south <br />of rreat Nor_;:hern Shonping Center. He furthur stated that there_were a few <br />rp? oblems_that__w,^,uld have_to be resolved__including a permit from FAA. Mr. Shurr
