Conversion changes concept after <br />P1.anning Gommission approved apartmentso Mr. Davis said utilities <br />service could prove a problem. The ordinance should be tightened. <br />Individual access must be necessary. 11r. Leonard asked if there <br />could b condominium zoning. Mr. Davis said the Building Depart- <br />ment .U---'c?--police this. Mr. Ledvina asked if we have any control. <br />Nfr. Ransberry mentioned separate parcels. Mr. I,eonard asked how <br />there can be separate parcels in a place like the high rise. There <br />was further discussion of this matter regarding schools and how <br />many children will move into small rental suites after they are sold <br />as condominiumo Mr. Leonard suggested Planning Commission be original <br />and innovate some kind of legislation to control situation. Rental <br />agents and ownership can change. There was discussion of Country Club <br />- only 15/ are sold as condominium, remainder are rentals. <br />At this time Chairman Davis welcomed and introduced Boy Scouts Scott <br />Shook, Scott Jackson and Kim Hullinger. They are members of Troop <br />664 and were visiting Planning Commission as requirement of Citizen- <br />ship Merit Badge. <br />Mr. Davis introduced Bob Svobodo of Regional Planning Commission at <br />8:50 pom, <br />Mr. Svobodo said Mr. Byers' question regarding condominium conversion <br />is relevant, private ownership will indeed include more school stu- <br />dents, more carso Regional Planning has been getting these questions. <br />Niore services will also be required. He doesn't have the answers <br />right nowo He will look into the problem and keep members informed. <br />There is concern of multifamily of all kinds. There is longer tenure <br />-with condominium owners. Provision for better environment must be <br />made: sound proofing, distance between, space for children. P-Zre <br />Ledvina asked wh,y more children? Mro Svobodo replied he is not really <br />sure - tendency for young marrieds ulho have children to remain. He <br />mentioned -water department on individual hook-ups for each unit. 11r. <br />Davis asked - what is the law for selling parcels on non-dedicated <br />parcels? 1ir. Svoboda replied all townhouses must be on dedicated <br />streets in most communities. v;r. Davis stated this should be included <br />in Citizens' Advisor.y Study, <br />Mr. Svoboda then k7ent over the scheclule sheets handed all members. <br />He explained program of one month review period bet,?xleen work sessions <br />and findal reports. Citizens' Advisory is to get transmittal from Regional Planning Commission first.. There are to be 13 meetings of <br />Citizens' Advisory Committee and 10 meetings of Planning and Zoning. <br />Land use, retail business and this schedule are to be presented to <br />Citizens' Advisory Committee on October 12. P7r.. Ledvina mentioned that <br />he wants good communication between groups. The members of Citizens' <br />Advisory should come to our meetings, not our members to theirs. Com- <br />mercial report will be presented to Citiaens' Advisory during the last <br />half of November.
