Planning Commission 5-22-73 <br />_ 2 _ <br />which will pay for substandard housing. Zess than campeti- <br />tively priced housing will be subsidized by your tax dollar. <br />It is not an easy psychological situation to wrestle with. <br />Messrs. Ledvina and Richards suggest initially Planning Com- <br />mission entertain proposal for only one building until it is <br />built and occupied, then assess situation and perlaps then ex- <br />pand to two buildingss Suite size and parking will have to be <br />handled on rezoning basis. There are two alternates - zone 5 <br />acres or more multi-residential, this would be new zoning3 or <br />sub zone in mixed use district to Class C.. Parking as to pres- <br />ent standards may not be required but sufficient land around <br />is to be planted and perhaps planned for parking later. We <br />must pattern ourselves to proposal. 32yo, or maximum ground <br />covering to be continued. Suate size is to follow establ'ished <br />pattern. Leases were fairly standard. N1r. Ledvina said he <br />feels it clearer to have distinct district versus subdivision <br />of mixed use. Conservative approach is needed so no build- <br />ing of another low housing type can be established. <br />Nr. Byers stated at this time he understands funds for this <br />proposal are not now available; he hesitates because there may <br />not be demand9 he has no assurance this type of housing could <br />not be rented to anyone; he also has serious doubts about rush- <br />ing ahead without serious study. <br />Mr. Richards said this is progress report - not a cu].mination. <br />The zoning classification will take ti.me. The Lak Director is <br />needed to help study ordinances and to write one for North <br />Olmsted. Ve need to exnlore what occupanc.y is in other areas. <br />A representatiiae, Mr. Stakich, of Great Northern Towers said <br />procedure in other areas mas to open a pre construction of- <br />fice for appli.cation and refundable deposit to show demand <br />and type of people interested. <br />There were 9 Elderl.y at the committee meeting. The strongest <br />feeling was contrary. Some were not very vocal. Representa- <br />tives from church groups were present for observation. Mr. <br />Richards suggested the church group get behind professionals <br />and all work togethere <br />N1r. Davis said the building does not meet present codes. The <br />Commission is hesitant about rezoning without knowing there <br />is a need. <br />Messrs Stakich and Kline said proposed building cannot be ex- <br />_ clusively for elderly; 90% can be for well elderly. This is <br />the law, 10% can be other people. A deed restriction is sug-- <br />tested. The whole building can be elderly. <br />Proposal is to be continued in committee and there is to be <br />consultation with Law Director Kitchen.
