Ms. Wenger said the property is a residential home owned by the Unitarian church. The <br />commission approved a lot split/consolidation to join the rear yard of the home with the church <br />parcel. The church proposes sharing their parking lot as the residential site may not provide <br />adequate parking. Occupancy should be used to determine necessary parlcing. A legal document <br />defining the commitment to share the parlcing lot has been requested. <br />Mr. McReynolds said he received a document pertaining to parlcing, however the agreement did <br />not cover hours, how often or the number of spaces available for use. He listed the information <br />which would be required to determine zoning and building code compliance. The change of use <br />will require considerations for egress, emergency lighting, exists and parlcing. Classes, seminars, <br />retreats and children's programs are educational uses which may cause additional requirements. <br />Mr. O'Malley suggested additional information be supplied so the building official to assess <br />compliance with parking and other development regulations. <br />Mr. Hungerford, attorney for the church, said they were still in the process of negotiating a lease <br />with the tenants and that all details had not been worlced out. He believes there are ten parlcing <br />spaces existing. Mr. Parry asked if the site had enough rear yard to provide additional parking. <br />If a lease expired, what assurances would the city have that the next tenant would have access to <br />the church parlcing. He said a cross access easement would ensure access. Mr. Hungerford said <br />the parlcing agreement would expire with the lease. Mr. Bohlmann felt there were too many <br />questions for the commission to act. Mr. Malone said he understood the group was looking for a <br />1-3 year lease agreement. He aslced if the conditional use perinit could be granted for the term of <br />the lease agreement. Mr. O'Malley said he would research the matter. Ms. Wenger felt tying the <br />conditional use permit to the lease term made sense if the house was ever sold in the future. Mr. <br />Bohlmami asked if signage would be installed and Mr. Hungerford said it was possible. <br />Mr. McReynolds asked for a submittal to include a detailed floor plan of the home including <br />individual room sizes, points of ingress/egress, existing parking, a list of which rooms within the <br />home will be used and its puipose, hours of operation and projected occupancy of the proposed <br />use. Mr. Hungerford said other than Sunday services they have group activities on other nights, <br />so exact times have not been finalized. Mr. O'Malley suggested the commission table the <br />matter.
