t <br />PLANNING & DESIGN COMMISSION <br />CITY OF NORTH OLMSTED <br />MINUTES OF JULY 2512012 <br />ROLL CALL <br />Mr. Malone called the meeting to order at 7:00 p.m. in Council Chambers and led the Pledge of <br />Allegiance. <br />Present: Greg Malone, Robert Parry, Ralph Bohlmann, Julie Nader, Mark Mahoney <br />Absent: Melissa Meredith, Don Rerko <br />Staff: Planning & Development Director Kimberly Wenger, Assistant Law Director Bryan <br />O'Malley, City Engineer Pietro DiFranco, Assistant Building Commissioner James <br />McReynolds, Clerlc of Commissions Donna Rote <br />REVIEW AND CORRECTION OF MINUTES <br />Mr. Malone moved, seconded by 1VIr. Mahoney, to approve the Planning and Design <br />Commission minutes of July 11, 2012, which passed 4-0 with Mr. Bohlmann abstaining. <br />OLD BUSINESS <br />CMS12-18: St. Richard Churchq 26855 Lorain Road <br />Representatives: Maryellen Staab, Catholic Charities Housing Coip; Father Charles Stollenwerlc, <br />St Richard Church; Michael Cappabianca, St Richard School <br />Ms. Wenger said site changes include a reduction and reorientation of parking fields and adding <br />an additional fiill access curb cut onto Country Club Boulevard. Relocating parlcing lot lights are <br />shown which requires a photometric plan be submitted for approval. To calculate required <br />parking spaces for places of worship, city code requires one parking space per 2.5 seats in the <br />asseinbly room. The occupancy permit was used to calculate required parking and shows a <br />inaximum capacity of 984 seats. For a church capacity of 984, 394 spaces are required and 238 <br />are shown, which requires a variance for 156 parlcing spaces. When the addition was <br />constructed, the applicant was approved to have a combination of actual parking and landbanked <br />parlcing therefore variances were not required. The landbanked parlcing area is part of the firture <br />senior hottsing site therefore it cannot be ttsed towards the churches required parking. Although <br />the variance seems large on paper only 64 actual parking spaces will be eliminated. In <br />researching what an appropriate parking standard for church uses should be she used a reference <br />boolc by the American Plaiuiing Association, which provided a survey of standards for parlcing <br />used in communities across the country. The standaras for churches range from 1 space per 3 <br />seats to 1 space per 10 seats, with the inost coinmon standard being 1 space per 4-5 seats and St. <br />Richard is proposing 1 space per 4.13 persons. She supports the parlcing as shown as the City's <br />code appears to be restrictive and the landbanlced parking has never been needed. <br />Mr. McReynolds said he met with Fire Chief Klecan who had no objections to the proposed fire <br />lanes. He requested a few of the west parking spaces be marked restricted parlcing during school <br />hours which the applicant shows. He noted the split would create a nonconforming lot.
