_ Mr. Malone said both the fence and landscaping are needed to buffer the residence to the south. <br />; The rear of the property needs to be graded so water flows to the drains, which should be <br />inspected to ensure they are working properly. The front setback variance continues the setback <br />of the neighboring strip center. Mr. Bohlmann said he would only support concrete curbing and <br />asked if the site had sufficient water retention. Mr. DiFranco said a detention system is not <br />indicated on the plan and less than an acre of land is being disturbed. Mr. Bohlmann referenced a <br />letter from the applicant stating the asphalt would be refurbished, existing catch basins rehabbed <br />and additional drainage added to minimize water run-of£ Mr. Jazwa said the current catch <br />basins will be worked on so they are in better shape. The southern area will be graded towards <br />the catch basins and additional plantings added to minimize runof£ Mr. Bohlmann asked if there <br />would be parking lot lighting which is required by code and noted the sidewalks needed <br />replacing. Mr. Jazwa said the existing asphalt will be repaired and sealed to meet code and <br />sidewalks would be fixed. Mr. Bohlmann asked why irrigation was not shown and Mr. Jazwa <br />said there are no utilities to the site it would have to be investigated as would parking lot <br />lighting. Mr. Bohlmann said the southern fence should be 6 feet high and tapered down to 4 foot <br />at the southwest property line. Mr. Jazwa said they would like to install a 5 foot fence along the <br />south property line. Mr. Malone asked what type of maintenance plan was in place for the site if <br />not irrigated and Mr. Jazwa said they hire landscape labor for their sites which are not irrigated <br />but have no contracts. Mr. Malone said he would be satisfied with a landscaping contract in <br />place to maintain the site. Mr. Mahoney aslc the applicant if they were agreeing to consolidate <br />all lots, install concrete curbing, fix sidewalks, improve the condition of existing drains, bring <br />existing asphalt into eompliance and contract their landscaping needs and Mr. Jazwa said yes. <br />Thomas Molnar, the southern neighbor, said he is concerned because the applicant's site is used <br />by kids playing, as a vehicular turnaround and parking lot for semi trucks overnight. The <br />southern slope of the parcel is so severe that it floods his yard and home. He would like to see <br />the elevation of the parcel brought in line with his property. Regarding lights on the site he <br />would prefer the lighting be minimal or not installed. He asked what the site would be used for <br />and Mr. Jazwa said it will be for overflow parking only. Mr. Malone said if a bio retention cell <br />could be installed it would improve runoff however turf grass alone is not enough. Mr. O'Malley <br />suggested the proposal be tabled to allow the applicant time to address concerns. <br />Mr. Malone moved, seconded by Mr. Mahoney, to table CMS12-03 Elmwood Property of <br />25675 Lorain Road until the June 13, 2012 meeting, which passed 4-0. <br />ADJOURNMENT <br />With o further business, Ms. Meredith, Mr. Parry, Ms. Nader's absences were excused and <br />mee n adjourne at :55 p.m. <br />Greg Malo e, Vice Chair ?onna Rote, erk of Commissions <br />-27?? ?
