A 15.25 sq. ft. variance for excessive sign area (Le Grand Orchid); code permits 8 sq. ft. <br />for the building unit based upon frontage, applicant shows 23.25 sq. ft., Section <br />1165.23(c), Which passed 6-0. <br />Ms. Nader moved, seconded by Ms. Walker, to approve CMS13-36: Westfield <br />Mall/Mama Fu's, Le Grand Orchid of 4952 Great Northern Mall which consists of <br />building fa?ade and sign modificatior?s of a previously approved development plan, <br />Property is zoned General Business Retail, which passed 6-0. <br />COMMUNITCATION <br />Ms. Wenger thanked PDC members for attending the APA Workshop. Ms. Nader said she enjoyed <br />the Team Better Bloclc speaker presentation and felt the city should do a better block at Dover <br />Center and Lorain Road. Ms. Wenger said the Planning & Design Commission is charged with <br />updating the City Master Plan wluch needs to be completed by mid-2015. On the commissions <br />behalf she has been worlcing to create a request for proposal for consulting services to assist the <br />commission in reviewing the plan starting in 2014 with a goal of having it complete mid-2015. <br />Mr. Bohlmarui voiced his frustration that Council's Building Zoning & Development committee <br />overturned the commissions motion to require Hampton Inn to use 50% brick in lieu of 100% EFIS. <br />He's concerned with the amount of EFIS being used in the city. Neighboring Cities have adopted <br />ordinances to ensure the use of EFIS is kept to a minimum due too severe weather the area <br />experiences. He suggested the commission make a recommendation to Council that an ordinance <br />limiting the amount of EFIS used on any wall or construction within the city based on square <br />footage. Mr. Rerko said he agreed and reviewed other cities requirements which regulate <br />percentages of specific building materials which have to be used in construction. Ms. Wenger said <br />the city has never had codified design guidelines, it's been up to the Plamning & Design <br />Commission to negotiate and place conditions on applicants. The process would take some time <br />and could involve doing a zoning update/addition which could involve multiple sections or add a <br />design guideline chapter to the zoning code, all of which takes time. She suggested the commission <br />form a subcommittee to start the process. Ms. Nader suggested other areas of the zoning codes <br />which should be reviewed as well. Ms. Wenger said the commission should form a committee to <br />research the topic. Mr. Rerko and Ms. Nader said they would be on the committee. <br />ADJOURNMENT <br />With no further business member Greg Malone's absence was excused and the meeting <br />adjourned at 7:45pm. <br />? <br />?
