I/ - 'IL. <br />BOARD OF ZONING APPEALS <br />CITY OF NORTH OLMSTED <br />MINUTES OF AUGUST 4, 2014 <br />ROLL CALL <br />Ms. Rudolph called the meeting to order at 7:02 p.m. in Council Chambers and led the Pledge of <br />Allegiance. <br />Present: Jennifer Rudolph, Michael Raig, Laura Bellido, Eric Allain, Bob Papotto <br />Staff: Law Director Michael Gareau Jr., Assistant Building Commissioner Daniel Russell, <br />Clerk of Commissions Donna Rote REVIEW AND CORRECTION OF MINUTES <br /> <br />The approval of minutes of July 7, 2014 will be postponed until the September ineeting so the <br />style and type of fence for each case can be clarified. <br />COMMERCIAL APPEALS ANI) I2EQUESTS <br />CMS14-1146: Popeves; 26170 Lorain Road <br />Proposal consists of signage. The following variances are required: <br />1. A variance for 2 additional wall signs on a building; code permits 2, applicant shows 4, <br />Section 1163.28(a). <br />2. A 42.20 square foot variance for the maximum sign face area per lot (Lorain Road frontage - <br />ground + wall signage); code permits 85.05 sq. ft., applicant shows 127.23 sq. ft., Section <br />1163.25(a). <br />3. A 1.4 square foot variance for maximum sign face area per building fronting on two streets; <br />code allows 79.4 sq. ft., applicant shows 80.8 sq. ft., Section 1163.25(b). <br />4. A 34.25 square foot variance for total sign face on a ground sign; code permits 50 square feet, <br />applicant shows 84.25 sq. ft., section 1163.27(c). <br />The oath was administered to architect Alinen Turner and neighbor Tim Nowalk. Mr. Turner <br />reviewed that the existing building will be renovated for Popeyes'. The signage will be changed, <br />as well as traffic pattern within the parking lot for a drive through. The existing monument sign <br />will be replaced. A variance was previously granted for three ground signs and three are shown, <br />a directional sign along Canterbury, monument sign along Lorain Road, and a menu board. Wall <br />signs consist of two medallions above the main entrance and two Popeyes' wall signs one on the <br />west elevation and one along the south. Mr. Nowalk shared concerns regarding fencing between <br />Popeyes and his property. Mr. Gareau advised the appropriate time to discuss the fence would <br />be when the applicant goes before city council. Mr. Turner said most cities don't consider inenu <br />boards a sign. He aslced why the menu board was viewed as signage. Mr. Russell noted that the <br />Planning & Design Commission made recommendations pertaining to the variances requested. <br />Ms. Rudolph questioned the directional ground sign along Canterbury. Mr. Turner said the sign <br />is needed to direct traffic to the drive-thru. Ms. Rudolph asked why four wall signs were <br />warranted and Mr. Turner said corporate requires the medallions over the entrance. Mr. Raig <br />noted that the Planning & Design Commission recommended the request be denied. Ms. Bellido <br />said she did not believe four wall signs were warranted for such a srriall building.
