Mr. DiFranco said the plans submitted are lacking information and not coordinated from one <br />page to the next. A concrete drive apron is required, continuous concrete curbing is required, if a <br />variance is sought to not install curbing and it's approved, a detailed drainage plan showing how <br />the site will maintain runoff from abtitting lots, such as perimeter swales, yard drains or a <br />combination of both are required. Drainage improvements are required, building downspouts <br />must be connected underground or engineering could allow a drainage pit or soakage trench <br />sized to the site. He calculated a need for a 1,000 square foot soakage trench for the building and <br />pavement. A plan is required to address drainage and water runoff. The catch basin shown <br />doesn't coordinate between the site and architectural plans. The area north of the garage is shown <br />as grass on the site plan and gravel on the architectural plan. Chapter 1101 requires the minimum <br />pipe size to be 12 inches and 6 inches is shown. <br />Ms. Magyar said they are expanding the garage for their landscaping business to store trucks, <br />equipment and provide parking spaces for their employees. They are willing to work on <br />drainage. The hoine is being purchased in their name and the space will be rented to their <br />company. Mr. Schumann asked if there were tenants in the home and Ms. Magyar said there are <br />tenants in both units. Mr. Schumann asked if the property purchase was subject to the proposal <br />being approved and Ms. Magyar said yes. Mr. Schumann asked what the parking arrangements <br />with the tenants were. Ms. Magyar said one of the tenants doesn't own a car and the other parlcs <br />in the garage. They will keep two parking spaces for the tenants. Ms. Wenger said the code <br />requires one enclosed parking space per unit and only a section of the existing garage will be <br />designated to the tenants' use. Mr. Rerko asked if the house would be changed and Ms. Magyar <br />said the home would remain a rental. Mr. Rerko asked if there would be any work performed on <br />the vehicles at the site and Ms. Magyar said no it is only to store equipment. Mr. Rerlco aslced if <br />the metal siding and black roof matched the existing garage and Ms. Magyar said they will make <br />it match, if they can find the same material they will replace the existing material. Mr. Rerko said <br />the abutting homes along the rear will be exposed to the back of the building therefore all <br />building materials should be cohesive. Ms. Wenger said it was her understanding from previous <br />discussions that the entire structure would be resided and Ms. Magyar said yes. Mr. Rerko asked <br />if the metal roof would be a painted black with a Kynar coating finish and if the metal siding <br />would be painted or remain a natural metal color and Mr. Dixon said it would be painted. <br />Ms. Nader read Mr. Malone's written comments. As presented he would not support or vote to <br />approve the development plan or the variances due to the proximity of the residential homes to <br />the building, the required setback should be met. The plans show the home as a rental and garage <br />storage yet the amount of pavement is excessive for the proposed use. He questioned the amount <br />of vegetation being removed and replaced with pavement and requested the city forester do an <br />assessment of the trees throughout the site prior to any approval. He doesn't object to gravel <br />behind the garage as long as limestone is not used and geo textile fabric is installed underneath <br />and away to ensure surrounding evergreens growth are not impaired. The proposed landscaping <br />buffer is inadequate as the six foot pines and proposed layout are not acceptable. Thuja x plicata <br />"Green Giant" spaced eight feet on center should be used to create a solid buffer. The existirig <br />fence should be repaired or replaced as needed. Due to the amount of vegetation being removed <br />an overall landscape plan including maintenance plans for the remaining trees is to be submitted. <br />Mr. Bohlmann said lighting is shown for the new garage and there are no utilities shown on the <br />plans or the electrical to the home being upgraded as code requires all utilities ran underground. <br />2
