Mr. Russell reviewed variances. A 5,579 sq. ft. variance for lot coverage is required; code allows <br />39,110 sq., ft., and the plan shows 44,690 sq. ft. A front setback variance of about 18 ft. is <br />needed; 75 ft. is required and plans show 57 ft. Although there is no loading dock provided it's <br />within the commission's authority to determine if one is warranted. Variances for signage will <br />also be required. More information is required pertaining to lighting and light poles. Mr. <br />DiFranco said as less than an acre is being disturbed, stormwater quality is not required and an <br />underground stormwater detention systein is provided. <br />Mr. Plautz said lighting, light poles, islands and sealing the lot was discussed with staff, and they <br />wish to wait until they know if the existing vacant building will be occupied. Required parking is <br />provided and circulation throughout the site flows well. Mr. Rerlco asked for details on the <br />building materials and colors and reviewed the materials shown. He aslced if there would be an <br />anodized aluminum inetal cap on top of the coping and Mr. Conrad said he believed so. Mr. <br />Rerko asked if the columns would be entirely brick and match the color of the building and Mr. <br />Conrad said yes. Mr. Rerko asked if the top portion of the building would be EIFS, then at the <br />canopy briclc, the center section a wainscoting, and the base of the building split-face utility <br />block and Mr. Coruad said yes, but the cap on the coping will match the coping. Mr. Rerko <br />questioned a tiineframe for addressing the parking lot and Mr. Conrad said it would be within 6 <br />to 8 months which is phase two of the project. He is confident they would address. the site within <br />12 months. Mr. Malone said regardless of the progress with the vacant building, the parlcing lot <br />inust be sealed within 12 months. <br />Mr. Malone said tluee islands are being removed, two added and remaining islands redesigned. <br />Mr. Malone said instead of using honey locust trees, use little leaf linden trees each planted 2'/z- <br />inch caliper. Mr. Malone aslced how the islands will be maintained without irrigation and Mr. <br />Plautz said they would note on the plans that a landscaper will be hired to maintain the site. Mr. <br />Conrad said the new islands will be irrigated. Mr. Malone said the wording root ball needs to be <br />changed to root flare. The crab apple trees shown are disease resistant and will provide spring <br />color. Ms. Nader said the color palette and building materials are not shown in the elevation <br />plan; both need to be detailed on the plans. The man door on the east elevation needs to be <br />painted to match the darker EIFS color. Commissioners reviewed the required variances and felt <br />that it was typical of shopping centers to exceed lot coverage and have variances for setbacks. <br />They had no objections to the variances pertaining to signage as the building has three elevations <br />which are visible. Mr. Malone said the use will not require a loading doclc and asked about <br />dumpster location. Mr. Plautz said a small dumpster on the south side of the building was <br />recently discussed but not shown in plans. <br />Michelle Boal of DDR Corporation said DDR has concerns for the proposed plans. She asked <br />how tall the building would be and suggested it could bloclc visibility of the plaza. There is <br />already a concern for the existing building being vacant and asked why it wasn't being used. <br />The new construction could cause increased traffic and water runoff. Their neighboring business <br />has a cross access easement pertaining to parking. Their building entrance faces west and the <br />parking places they are removing are their accessible spaces. The easement allows the owners to <br />make changes to theii• parlcing lot as long as it does not adversely impact their parking rights. Mr. <br />Plautz said the building is 22 feet high and they would research the terms of the cross access <br />easement. Mr. Conrad said parlcing is part of the easements.
