Two types of building light fixtures are shown in this submittal for design review only. The site <br />light fixture and associated photometric plan are not for review in this phase. As with the <br />building materials, a representative cut sheet of building lights should be submitted labeled "or <br />equal" if the product is subject to change of manufacturer. Conceptual drawings of two proposed <br />ground signs are included in the Phase 2 submittal, mainly for review by the Landmarks <br />Commission, as the signage is within the historic district boundaries. A fully detailed sign <br />paclcage will be required for the final phase of Planning and Destgn Commission and Council <br />review. She recommended that the Planning and Design Commission incorporate all conditions <br />of approval for Phase 1 by reference into any motion for approval of Phase 2. <br />Mr. Sinith expressed his gratitude to the city'to allow a phased construction process. Mr. <br />Henderson reviewed the plans. The high school entry is on the east side of the building and the <br />middle school entry is on the west side. The building was designed to loolc like a campus of <br />buildings. The building is set back more than 50 feet from the street and half of the building is <br />set back 100 feet. The building is oriented north-south to complement surrounding buildings. <br />Throughout the architecture, there is decorative brickwork to create more visual interest around <br />architectural features including the extensive use of soldier and header courses. The east and <br />west entrances were enhanced with brickwork and pediment and columns to stand out more. The <br />service area will be screened along the south elevation. Utility brick in a variegated red color will <br />be used to inimic the brick of the library. The shingled areas will be a pewter gray color. The <br />horizontal elements along the elevations will consist of cast stone that looks like natural <br />liinestone. All of the inetal work, down spouts and window trim will be white. Mr. Henderson <br />noted that the decorative light fixtures will be on the front of the building. The signage will <br />inimic the architecture of the building. <br />Mr. Malone read Mr. Rerko's comments. He had asked for better definitions of the entries and <br />the firin made an attempt to define them. He also suggested a change be made to differentiate the <br />high school from the middle school, such as different mullions. Mr. Henderson stated that the <br />dormers would be aligned with the windows. All mechanical equipment will be inside the <br />building so nothing will be on the rooftop. Cut sheets for the light fixtures will be provided. He <br />clarified that all of the bricks used in the building will be the same type of brick, but one color of <br />brick may be used to accent windows or it may be used in soldier course to stand out. Mr. <br />Malone aslced if the crosswalk to the library will be lit, Mr. Henderson stated that it is intended to <br />be. Ms. Nader liked the design. The spandrel panel at the top of the entrance will be the same <br />color as the outside to look like one piece. The brick used throughout the building will have a <br />range of colors but the ones used as accents will all have the same tone. Ms. Nader liked the arch <br />worlc around the windows. The aluminum doors will be white and the FRP doors will be as close <br />to the bricl< color as possible, not orange. The dormers will have louvers in them. The building <br />will meet LEED Silver requirements. On the south elevation, the gray sections shown are the <br />cross section areas. Mr. Anderson clarified that the entrance will not be an overhang and will not <br />be able to provide shelter. He also suggested that the cupola match the library and Old Town <br />Hall. Mr. Matthews questioned the color of the mortar and Mr. Henderson stated that it will be <br />the same over the entire building. <br />Mr. Malone moved, seconded by Ms. Nader, to approve 16-6050; N.O. High School/Middle <br />School Complex Phase 2; 27301 Butternut Ridge Road contingent upon the following:
