PLANNING & DESIGN COMMISSION <br />CITY OF NORTH OLMSTED <br />MINUTES OF MARCH 22, 2017 <br />ROLL CALL <br />Mr. Malone called the meeting to order at 7:00 pm in Council Chambers and led the Pledge of <br />Allegiance. <br />Present: Greg Malone, Don Rerko, Julie Nader, Paul Schumann, Darrick Matthews, David <br />Anderson, Tom Patton <br />Staff: Planning Director Kim Wenger, City Engineer Pietro DiFranco, Planner James Aspery, <br />Administrative Assistant Nicole Rambo-Ackerman <br />REVIEW AND CORRECTION OF MINUTES <br />Mr. Malone moved, seconded by Ms. Nader, to approve the Planning & Design <br />Commission minutes of March 8, 2017, motion passed 7-0. <br />NEW BUSINESS <br />16-7640; NOCS High SchooUMiddle School Complex; 27301 Butternut Ridge Road <br />Representatives: Zora Pavlovic, project architect; Jody McCue, landscape architect; John <br />Urbanick, Greenland Engineering <br />Mr. Schumann recused himself from this case since his property abuts the school property. <br />Ms. Wenger stated that in 2016 the Commission approved Phase 1(site layout for the area north <br />of the ditch) and Phase 2(main building) along with a conditional use permit for the project. The <br />applicant is currently seeking approval for Phase 3 for the stadium and other site improvements. <br />The Commission retains the right to impose reasonable conditions of approval at any remaining <br />phase based upon conditional use factors outlined in Chapter 1118. Elements of Phase 3 include <br />the stadium building and associated recreational facilities, parking and driveway configurations, <br />lighting, landscaping, fencing, storm water management, and roadway modifications to Butternut <br />Ridge Road and Dover Center Road. The applicant has submitted a number of supplemental <br />studies in relation to the project, including a Phase 1 environmental assessment, storm water <br />pollution prevention plan, an analysis of the bridge's structural condition, a tree inventory, and a <br />traffic study upon which the roadway improvement plans were based. <br />This submission includes the final layout for the proposed stadium and athletic fields south of the <br />building, largely within the floodplain. New baseball and softball fields are proposed along with <br />two multi-purpose fields. The existing soccer field, tennis courts and high school parking lot are <br />to remain. A connection will be made from the bike path along I-480 through the campus to the <br />school and Butternut Ridge Road. The existing foot bridge will remain over the ditch and an <br />improved driveway for vehicular traffic that will connect entrances from Burns Road and Revere <br />Drive to the north part of the site.
