Asphalt is removed on west side of Parcel B that infringes on Parcel A to stay within the <br />10 foot setback required and to reconfigure the accessible spot, <br />2. Names will be added to signature lines on plat, and <br />3. A minor change application will be submitted to show the new parking configuration. <br />Motion passed 5-0. <br />COMMUNICATIONS <br />Zoning Code Undate <br />Mr. Aspery thanked all of the commissioners for attending the February 22"a open house and <br />said it was well-attended. He reviewed the text edits made by Ms. Wenger (included in her report <br />dated March 6th) after including public comments that were approved at the February 22, 2017 <br />meeting. The map revisions with the parcels that were missed will be updated by the end of this <br />week by the consultant. <br />Mr. Schumann believed the parcels on Mill Road should be zoned residential to prevent <br />commercial development from impeding on Porter Road. Mr. O'Malley clarified that the parcels <br />are currently zoned commercial but they abut residential property to the west. Mr. Aspery stated <br />that whether the parcels are zoned commercial or residential, the multi-family use would be a <br />nonconforming use. Mr. Malone, Ms. Nader and Mr. Rerko agreed that it should be residentially <br />zoned. <br />Mr. Malone stated that the current zoning update recommends that senior housing be allowed as <br />a conditional use in B-2 only. He pointed out that senior housing is evolving and some appear to <br />be residences. It is already allowed in B-3 and may be able to fit into the other districts. Ms. <br />Nader believed it should be conditional use in B-3. Mr. Malone did not think it should be in B-1 <br />because he believed it would be too hard to develop in that area. Mr. O'Malley pointed out that <br />group home and nursing home are listed on the use chart in Chapter 1139. Discussion of senior <br />housing definition, agreed that most senior housing is apartments for people 55 years old and <br />older with no care needed. Mr. Rerko did not think it would need to be restricted anywhere <br />because the idea is to have them within walking distance from facilities to keep them <br />independent. Mr. Malone asked if it would be acceptable in B-4, Mr. Aspery pointed out that <br />there would be a limit of 12 units per acre and there m, ill be more regulations for the density and <br />building type for that district to ensure that senior housing would conform to the area. <br />Mr. Malone and Ms. Nader agreed with the landscape changes made by Ms. Wenger. <br />Mr. Malone moved, seconded by Mr. Schumann, to approve the proposed changes as <br />submitted in Ms. Wenger's report, except for the following: <br />1. Senior housing should be permitted conditionally in all dista-icts, <br />2. The Mill Road parcels will be decided on in a separate motion. <br />Motion passed 5-0. <br />Ms. Nader moved, seconded by Mr. Schumann, to amend the proposed zoning for 232-09- <br />034 and 232-09-035 on Mill Road to single family residential, motion passed 5-0.
