PLANNING & DESIGN COIVIMISSION <br />CITY OF NORTH OLMSTED <br />1VIINUTES OF FEBRUARY 22, 2017 <br />PUBLIC PRESENTATION <br />Ms. Wenger welcomed everyone to the public meeting. The zoning update process began shortly <br />after the adoption of the 2015 Master Plan. The focus started solely on the city's business <br />districts, specifically looking at how we could update our commercial zoning regulations to <br />improve the business climate in our community, enhance the built environment, better protect " <br />adjacent residential areas from negative impacts of development, and reduce red tape for <br />businesses making improvements to their properties. The project grew to include updating the <br />definitions, zoning administration and enforcement, conditional uses, development review, <br />occupancy permits, parking and lighting standards chapters. A steering committee guided this <br />process with representatives of City Council, Planning and Design Commission, Building and <br />Zoning Board of Appeals, staff and the Chamber of Commerce. The committee conducted <br />interviews and focus groups in 2015 and had a public open house in 2016. <br />The purpose of the open house and public meeting was to inform the public of these proposed <br />changes and solicit input. Public notice is required any time zoning changes. Notice is given to <br />any property owner within 1,000 feet of a parcel to be rezoned. The majority of the people who <br />received notices for this meeting are not directly affected in that residential zoning is not <br />changing. The minutes, including all public comments, will be published and provided to <br />Council when the project moves forward along with the comment cards from the open house. <br />Ms. Wenger reviewed the rest of the approval process for the zoning code update. <br />Paul Leblanc, LSL Planning, gave a presentation covering the project background and major <br />zoning changes. <br />ItOLL CALL <br />Mr. Malone called the meeting to order at 7:45 pm in Council Chambers and led the Pledge of <br />Allegiance. <br />Present: Greg Malone, David Anderson, Julie Nader, Paul Schumann, Darrick Matthews, <br />Tom Patton <br />Absent: Don Rerko <br />Staff: Planning Director Kim Wenger, Law Director Michael Gareau, Jr., Assistant Law <br />Director Bryan O'Malley, City Engineer Pietro DiFranco, Building Commissioner <br />Jeff Grusenmeyer, Planner James Aspery, Administrative Assistant Nicole <br />Rambo-Ackerman <br />REVIEW AND CORRECTION OF MINUTES <br />Mr. Malone moved, seconded by Ms. Nader, to approve the Planning and Design <br />Commission minutes of January 11, 2017, motion passed 6-0.
