PLANNING & DESIGN COMMISSION <br />CITY OF NORTH OLMSTED <br />MINUTES FOR MEETING OF DECEMBER 13, 2017 <br />ROLL CALL <br />Mr. Schumann called the meeting to order at 7:00 pm in Council Chambers and led the Pledge of <br />Allegiance. <br />Present: Dave Anderson, Darrick Matthews, Tom Patton, Paul Schumann <br />Absent: Greg Malone, Julie Nader, Don Rerko <br />Staff: Planning and Development Director Kim Lieber, Assistant Law Director Bryan O'Malley <br />Mr. Anderson moved, seconded by Mr. Patton, to excuse the absence of Mr. Malone, Ms. <br />Nader and Mr. Rerko, motion passed 4-0. <br />REVIEW AND CORRECTION OF MINUTES <br />Mr. Anderson moved, seconded by Mr. Matthews, to approve the Planning & Design <br />Commission minutes of November 15, 2017, motion passed 4-0. <br />NEW BUSINESS <br />17-10303; Mia Salon: 24180 Lorain Road <br />Representative: Bryan McIntosh, Mia Salon <br />Ms. Lieber said the proposa.l consists of a conditional use permit for accessory tattooing services <br />in the B-1 Local Business District. Mia Salon is a salon proposing to offer microblading services, <br />or semi-permanent makeup application, at their North Olmsted location. The Commission should <br />apply the general standards in Chapter 1118 of the Zoning Code. In addition, specific conditional <br />use standards are included in the code for tattoo establishments. <br />First, the use shall be located at least 3,000 feet, measured lot line to lot line, from the nearest <br />tattoo, branding, or other similar establishment. Second, the use shall be located within a <br />commercial shopping center building with the combined floor area of all businesses being 30,000 <br />square feet or more. The salon is located in the Lauren Hill Plaza which meets the criteria for <br />business floor area. However, it does not meet the separation requirement of 3,000 feet to the <br />nearest tattoo establishment. The parcel is approximately 656 feet from Classic Tattoo at 23900 <br />Lorain Road. Only City Council can waive specific conditional use requirements. <br />Unlike a shop dedicated to tattooing or piercing, microblading is one aspect of the salon business <br />practice. Ms. Lieber suggested that a provision be incorporated into the motion that microblading <br />is permitted solely as an accessory use to the main use of a salon. <br />Mr. McIntosh said that microblading would comprise between 4 and 6 percent of the salon <br />business. The service is primarily limited to semi-permanent make up to fill in eyebrows; the <br />typical customer is a female cancer patient who has had hair loss.
