A 5.0 fc variance for maximum illumination level; code permits a maximum of 4.0 fc, <br />applicant shows maximum of 9.0 fc, Section 1161.12(c). <br />Mr. Aspery stated that the project site is located at the former Family Christian Bookstore and <br />faces Lorain and Brookpark Roads, with frontage and site access along Lorain Road. The <br />applicant is proposing parking setbacks for the front and rear yards. The proposed front yard <br />parking setback exceeds code requirements by 14 feet, and the rear yard setback exceeds code <br />requirements by ten feet. The applicant also exceeds maximum illumination levels allowed by <br />code; code allows a maximum illumination level of four foot candles, and the applicant shows a <br />maximum illumination level of nine foot candles. Mr. Crook stated that the University Hospitals <br />would occupy the existing Family Christian Bookstore and reviewed the proposed changes for <br />the project. The west property line chain link fence will be removed and the landscaping will be <br />improved and maintained along Brookpark Road. The applicants would like to extend the <br />parking lot to the west since both parcels have been approved for consolidation. He added that <br />two new light poles are proposed to give the main entrance more illumination. This would <br />provide a safer environment for patients and staff entering the building. He did not believe that <br />the proposed changes would have adverse effects on the neighboring properties. Mr. Papandreas <br />pointed out the unique location of the property and that two curb cuts are going to be eliminated <br />helping with traffic flow. Ms. Dicapitt stated that the proposed facility will include primaxy care <br />and urgent care facilities in addition to radiology and laboratory services. The primary care <br />group have a large volume of patients so parking spaces will be required from 9:00 a.m. to 9:00 <br />p.m. and good lighting will be needed. The urgent care will be open on Mondays and Fridays <br />from 9:00 a.m. to 9:00 p.m. and Saturdays and Sundays from 9:00 a.m. to 5:00 p.m. which will <br />increase the volume of vehicles in the parking lot. Mr. Aspery clarified that the front yard <br />setback is from Lorain Road and the rear yard setback is from Brookpark Road. Mr. O'Malley <br />stated that the previously granted variances for the parcels prior to being consolidated will be <br />replaced by these proposed variances. He added that the variances being granted are dependent <br />on the development and consolidation taking place and if they do not, then they expire. Mr. <br />Papotto pointed out that the landscaping is not on the applicant's property so there will still be a <br />buffer between the proposed parking lot and the street. <br />Mr. Papotto moved, seconded by Ms. Sabo, to approve the following variances as written <br />for 16-7391; University Hospitals; 26127 Lorain Road: <br />1. A 14 ft. variance for front yard parking setback; code requires 20 ft., applicant shows 6 <br />ft., Section 1139.07. <br />2.
