financial hardship or other compelling circumstances. The ininor change process was updated to <br />involve the Planning Department and eligible activities were slightly modified. The design <br />guideline section was reduced to reference the ability of the Commission to separately adopt <br />guidelines consistent with the Secretary of the Interior's Standards for Rehabilitation. <br />Ms. Egan-Reeves suggested homeowners be notified earlier in the process if their home is <br />nominated to be a landmark. Ms. Schuler asked when the owner would see the complete report <br />on their home, Ms. Lieber said it would be available at the public meeting and could be provided <br />to the owner at that point. Ms. Egan-Reeves asked about owners who are opposed to being added <br />to an existing district, Ms. Lieber pointed out that their comments would be provided to City <br />Council when the changes go for approval. Ms. Lieber wanted the Commission's research to be <br />completed for district creation or modification before getting public input. The Commission's <br />rules could specify when to involve property owners for designating landmarks. Ms. Lieber <br />wanted to reduce confusion by only notifying affected properties when modifying a district <br />rather than notifying the entire district. Mr. O'Malley pointed out that there may be a <br />discrepancy for appeals for individual owners versus creating a district. Ms. Lieber pointed out <br />the Planning & Design Commission is involved in the processes to ensure that the Master Plan <br />and goals of the Landmarks Commission coordinate. Mr. Neville was not concerned about <br />accessory structures that are not visible from the right-of-way. Additions or alterations to the <br />hoine would still need to be presented to the Commission for approval. The Division of Building <br />could cite the neglected homes under the property maintenance code but could use Chapter 165 <br />also. Ms. Lieber asked Ms. Cardarelli to provide some guidance for the property maintenance <br />inspectors regarding what to loolc for on historic structures. A section on COA expirations was <br />added. Mr. O'Malley said the board should be able to deny a COA for demolition. He wanted the <br />applicant to demonstrate that there are no other alternatives other than demolition.
