Mr. O'Malley concurred with Ms. Lieber about the scope of the Commission's authority and <br />their recommendations to Council. He thought the application of Chapter 113 8 was appropriate. <br />Mr. Biales reviewed the current uses of the properties proposed to be consolidated for the <br />project: vacant land, Debbie D's Lounge and Zergott's Landscaping. The three story building <br />along Lorain Road will be independent living and the one-story villas will be on the east side of <br />the property. The youngest people in the facility will be approximately 75 years old. Meals, salon <br />services, a pool, a theater and driving services will be included for the residents. The assisted <br />living and memory care will be state-licensed facilities and will not be nursing homes or <br />rehabilitation facilities. The villas will have two bedrooms and one- or two-car garages and the <br />utilities and meals will be included in the cost. The largest building is along Lorain Road where <br />the commercial property is and the lowest buildings are in the back. Fencing will be installed to <br />fill in between existing neighboring fences and the existing trees along the rear of the property <br />will be assessed to see which ones will remain. No lighting will be installed behind the villas <br />except porch lights. He reviewed the light placements in relation to the buildings and the low <br />impact on the residential neighbors. The tall lighting fixtures will be along Lorain Road and will <br />have little impact on the neighbors. <br />Mr. Biales reviewed the stormwater management plan. The sand deposit is located under the <br />independent living building and continues across Lorain Road. The rest of the property is on <br />clay. The sand deposit has good drainage qualities but the rear of the property does not. Catch <br />basins will be installed along the east side of the property and take the water to the front of the <br />property. The parking lot will have curbing installed to collect the water and direct it into the <br />catch basins. The water will be collected in a detention basin along Lorain Road which will drain <br />into the sand deposit. To prepare for a 100-year storm, a series of catch basins and safety <br />mechanisms will be installed to release the water if the basin cannot drain fast enough. The water <br />will be directed to the north east area of the property and connect to an existing line on the <br />neighboring property. The existing stormwater pipe will be replaced with a larger diameter pipe <br />and will be returned to the correct slope to drain properly. <br />The red line shown on the landscaping plan will be a continuous six-foot high fence. The rear <br />property line will not have fencing installed since the existing trees will be left alone. None of <br />the assisted living and memory care residents and about 30% of the independent living people <br />will drive, so there will not be much demand for resident parking. The lower portion of the <br />building will be stone and the windows will have black frames. The roof shingles will be <br />dimensional Timberline shingles in charcoal. The siding will be smoke and mocha colored <br />commercial vinyl siding which will be heavier than residential siding. EIFS will be in the peaks <br />of the building. Mr. Rerko asked about the cast stone, Mr. Biales said that will be on the bottom <br />of the building. Mr. Rerko thought nice materials were proposed but would like to see a sample <br />of the cast stone. Mr. Malone was most concerned about landscape buffering and where the <br />stormwater was going to go. He appreciated Mr. Biales' explanation of the stormwater runoff. <br />Mr. Schumann asked about the emergency outlet which is proposed to cross Christman Drive. <br />Mr. Biales said the 24-inch pipe eventually runs into Roots Ditch. Mr. DiFranco said half of <br />Bretton Ridge also flows into Roots Ditch and the other half flows south. Mr. Schumann asked if <br />Bretton Ridge will be affected. Mr. DiFranco said more water will be infiltrated into the ground <br />and in this development less will be going into Roots Ditch. Mr. DiFranco said an outlet control
