An <br />inspector will be there ensuring the construction conforms to the approved plans and a bond and <br />occupancy will be held until the final grading is met. Improvements to the ditch will be made <br />after being assessed. Mr. DiFranco asked for Mr. Jarc's contact information for future permission <br />to work on HOA property. EPA requires that silt fencing and ditches be installed to prevent dirt <br />running off the site and detention ponds to allow silt to filter prior to entering the stormwater <br />drains. Mr. Biales said there will be areas for snow to be pushed to so it does not melt onto the <br />neighboring properties. The kitchen for the independent living facility will be on the south east <br />corner of the building and the exhaust will blow to the east. Mr. Malone suggested planting more <br />Norway spruce trees to the north to decrease light exposure from cars turning into the east <br />driveway. Mr. Schumann suggested extending the fencing and trees to the front setback of the <br />building. Mr. Schumann asked about the grading of the property. Mr. Biales said there is a seven <br />foot difference between the front and rear of the property. The development will raise the back of <br />the property approximately three feet and lower the front approximately three feet. The existing <br />culvert and catch basins on Christman Drive will be replaced because they are broken and too <br />small. The existing culvert flows backwards so it always backs up and this will be replaced <br />during the project. Mr. DiFranco added that a drainage study is being done on the Roots Ditch <br />area which will help identify what changes need to be made to alleviate issues upstream. Mr. <br />Schumann said the stormwater control measures at the new high school had a positive impact on <br />neighboring properties. Mr. Malone thought the type of development fits well in the area. <br />Mr. Malone moved, seconded by Mr. Rerko, to approve the conditional use permit for 18- <br />12619; Vitalia Senior Housing; 29731-29851 Lorain Road subject to approval of the <br />development plan as modified. <br />Motion passed 6-0. <br />Mr. Malone moved, seconded by Mr. Rerko, to approve the development plan for 18- <br />12619; Vitalia Senior Housing; 29731-29851 Lorain Road with the following conditions: <br />1. Lot consolidation is approved; <br />2. All requirements of the City Engineer are met; <br />3. Cast stone samples are provided and approved administratively; <br />4. Vinyl fence along eastern side of property is extended to the front setback of the <br />proposed building; <br />5. Norway spruces on the eastern side of the property is extended to front setback of the <br />proposed building at the same spacing proposed; <br />6. Building and yard setbacks, specifically the areas that do not meet the requirements of <br />Chapter 1138, are approved as shown on the plans; and <br />7.
