J. Lasko moved that the Flanning CoYnmission recommend approval for a variance in <br />relation to the outdoor lighting fixtures, not being a full cut off vahich would otherwise be <br />required as well as for a 6" variance pertaining to the height of the concrete pedestal for <br />the light post. M. Yager seconded, which was unanimously approved. <br />OLD BUSINESS: <br />Shadow Wood (Bradlev laoad Cluster, 30898 Bradlev Road: (WRD 3): <br />Proposal consists of the construction of a single family cluster home development: Note: <br />Architectural Review Board addressed this proposal on 7/21/04, 9/22/04 and 1/19/05. Planning <br />Commission tabled this proposal on 9/28/04, 10/12/04 and 12/14/04. <br />Ms. Wenger said that the Planning Commission previously approved the applicant's request to <br />rezone their property from light industrial to single family cluster contingent upon development <br />approval. The applicant is returning to the Planning Commission tonight after being tabled at the <br />December 14, 2004 meeting. At that time, the Commission's recommendations included: <br />• Relocating manholes #7 and #8 farther south to make the buffer along Bradley Woods as <br />large as possible. <br />• Show the drive in concrete as opposed to asphalt. <br />• Show sidewalks are on both sides of the street. <br />• Show the curbs as straight curbs rather than rolled. <br />• Show the proposed lighting scheme for the development. <br />Elevations - Elevations have been submitted. No changes have been requested or made. <br />Landscaping & Screening - Landscape plans have been submitted; however, they have not been <br />revised to reflect the current site and grading plan. The Engineering Department has identified <br />an issue where two landscaping beds closest to French Creek are located within detention basins. <br />I recommend that this landscape area be relocated outside of the detention area and/or provide <br />landscaping at the top of the banlc where it would not interfere with drainage capacity. <br />Access, Circulation & Parking - Plans now show one location for connection to a possible future <br />expansion area. In previous plans, a second access location was shown in conjunction with the <br />Phase 1 turnaround area. However, this connection was eliminated when the applicant indicated <br />that there would not be phases to the project. <br />There has been discussion as to whether the City's subdivision regulations are all relevant to a <br />cluster development. The Building and Engineering Departments have taken different positions <br />on this issue. The sidewalk issue is one example. <br />Lightin - Planning Commission requested that plans of the proposed lighting scheme be <br />submitted for review. The applicant has not submitted revised cut sheets of light fixtures to be <br />used.
