The applicant expressed some concern that plans <br />have been reviewed several times, yet there are new issues that have been brought up that could <br />have been addressed earlier. He said this was supposed to be a passive little neighborhood, but is <br />now turning into a very institutional looking neighborhood. Mr. Hreha said it seems like the <br />Engineering Department is having difficulty because it is not spelled out on paper that it isn't <br />spelled out in the scope of their authority. The developer said they are more than willing to do <br />what is asked for, if they know what that is.1Vlr. Koeth said that Engineering Department has <br />more expertise in this field than the Planning Commission does. <br />While looking at the floor plans, Mrs. Hoff-Smith said several designs show a bathroom located <br />directly off the kitchen. Mr. Yager noted there are some requirements that a bathroom cannot be <br />accessed off a kitchen. Mr. Skuski, a representative for Johnson Builders indicated he was not <br />involved in the floor plan and will pass his ideas on and possibly change it. <br />Mr. Koeth asked why the garage doors are different. The applicant said the garage doors would <br />be grouped together to offer some continuity. Mr. Yager said each grouping of units should have <br />the same door type. Ms. Wenger said it was the recommendations of the design meetings and <br />the Architectural Board of Review to mix up the styles of doors from grouping to grouping so <br />that it would not look uniform down the street. Mr. Hreha and Mr. Lasko felt that the owners of <br />their property should determine the type of garage door. Mr. Yager said it is within the <br />Commission's control and feels within each grouping of two should have the same door. Mrs. <br />Hoff-Smith believed many cluster communities have restrictions such as these. Mr. Koeth said <br />these decisions should be made by the community, not the Planning Commission. Mrs. Hoff- <br />Smith feels we do have a responsibility for the aesthesis of the development. <br />Mrs. Hoff-Smith asked if the different building styles will be mixed in the development. Mr. <br />Koeth said this is determined by the developer's prerogative. Mr. Lasko said the market forces <br />will determine that without intervention by this commission. Mr. Yager said the applicant came <br />to the Architectural Board of Review and Planning Commission before they submitted and said <br />they have a variety they want to use in this development. The City worked with Mr. Urbanick <br />and his designers and came up with as series of these that would be used. Mr. O'Malley said this <br />is a planned development and the Commission has the authority to engage in the area and outline <br />the criteria. Leaving decisions up to the developer is not necessarily what you will get and just <br />talking about it does not make it happen. Mr. Yager said we should not have three exact units <br />together. They should offer some variety and recommend that all designs get incorporated and <br />groupings of more than two have a change in the look. Mr. Urbanick feels the development is <br />losing some of the intimacy and Mr. Yager said this is a way to get some of that back. <br />Mrs. Hoff-Smith aslced about the price range of the units. Mr. Urbanick said the range is in the <br />$180,000. <br />Ms. Wenger reiterated that no lighting plan was submitted. The applicant wished to submit <br />lighting at another time. Mr. Koeth said lighting would need to be reviewed before the project <br />was sent on to Council.
