eliminating the Building Zoning and Development committee. She believed that if the
recommendations are approved and a Council member joined Planning Commission it would
take awhile before Council developed a comfort level regarding things getting to them in such
a manner that they would not need to have a committee review it. She believed that until the
comfort level and recommendations were established, Council would not make any changes in
their structure which is wise. She asked commissioners what they thought of her
recommendations regarding mandatory referrals to electors for Multi Family developments.
She believes that the requirement was established during a time in which North Olmsted still
had a lot of land and was just starting to grow which is no longer the case. She feels that since
North Olmsted is about 96% developed she's not sure the requirement is needed any longer.
Mr. Spalding stated he was in agreement with the Planners recommendations regarding Multi
Family uses. However, he feels that city codes should be consistent. Mr. Yager believes that
the memo is a strong well written document. He voiced that even as an architect he didn't
know the differences between Townhouses, Condoininiums, and Multi-Family, so he could
understand that an average voter wouldn't understand the differences either. All
commissioners agreed to the recommendation to remove the requirement to send Multi-Family
development before the voters. Ms. Wenger encouraged Planning Commissioner's to submit a
memo to the Charter Review Board addressing her recommendations as well as submitting any
additional recommendations they may have.
Announcement:
Ms. Wenger advised Planning Commission members that there would be a planning
conference in San Francisco from March 19, through 23, 2005. However, due to tight budget
constraints, the City could only send her to the conference. However, if any commissioner was
interested in attending the conference, she would provide them the information required. Due
to the conference dates she would be absent from the March 22, 2005 Planning Commission
meeting.
VII. LEGISLATION
VIII. ADJOURNMENT
R. Koeth moved to excuse the absence of Board member J. Lasko due to illness. W.
Spalding seconded the motion, which was unanimously approved. Meeting adjourned at
8:40 p.m.
4
