Mr. Patrick Casey, architect, and Mr. Ron Nelson were present to discuss the proposal. Mr. <br />Nelson currently owns and operates a Laser Wash in Medina. They are proposing to demolish <br />the existing building. The design is a Western Reserve style with brick and asphalt shingles <br />along with aluminum trim and siding. To operate thi-, laser wash drivers, drive into the bay, <br />remain in their vehicle and the laser wash takes approxiinately 4- 5 minutes. There are blowers <br />which dry the car. The City has requested the east and north sides of the property have <br />landscaping and green space. <br />Elevation drawing A1.1, show the roof vents noticeable from the street. Mr. Nelson indicated <br />that they would be more noticeable if they were enclosed. The Commission asked if they could <br />be painted to match the shingles. As deliveries are only once a month for a 5-10 minute <br />timeframe, the applicant felt the delivery area adequate but would dimension it to be 12' x 25'. <br />The delivery truck is similar in size to a UPS truck, and no semi trucks are used. The proposed <br />ground signs require a variance. Mr. Nelson felt their ground signs were similar to other ground <br />signs in the area which do not comply with required setback regulations. Mr. O'Malley advised <br />that abutting property owner's compliance to city codes was irrelevant to the applicants' <br />proposal. Discussion pertaining tb miscellaneous signage not shown or dimensioned on the <br />plans took place. Applicants advised that they would be willing to remove some directional type <br />signs if necessary. <br />Mr. Nelson submitted a note from John Knox Presbyterian Church indicating they had no <br />objection to the proposal. Although codes require hours of operation for a self service carwashes <br />to be 6:00 a.m. to 10:00 p.m., they would like to be open 24 hours. It was suggested that <br />statistics show from other locations that very minimal activity occurs after 10:00 p.m. Mr. <br />Nelson questioned what constituted a self serve carwash. It was suggested that as the equipment <br />washes the cars, technically it was not a self service carwash. He suggested that the existing <br />Ultimate Wash carwash did not comply with current operating hours set. Mr. O'Malley advised <br />that it was not the responsibility of Planning Commission to enforce hour of operation <br />regulations. <br />Mr. Bohlmann felt that the noise from the blowers would exit through the northern end of the <br />site, causing a nuisance for the residents of the condos. Mr. Nelson believed that although <br />residents of the condos could see into the laser wash from their porch or balcony, it was an <br />improvement from what was currently in place. Ms. Hoff-Smith agreed with Mr. Bohlmann <br />observation and felt that water and beeping noises from machines would be quite noisy as well. <br />She questioned if vacuums would be at the site and indicated that those would be disruptive as <br />well. She requested a decibel-level study be conducted. Applicants agreed to conduct a decibel- <br />level and provide the commission reports and diagrams as well. <br />Applicants felt that any noises from the site would be below that of the existing street noise. Mr. <br />Bohlmann did not feel that the comparison was an accurate analysis as traffic noise is dictated by <br />the different times of the day. He requested the applicant install a brick wall such as the one <br />located in Westlake rather than the proposed board on board fence which would require <br />maintenance. The applicant advised that they could install the vacuums in the front, but that <br />would put more constraints on the site, reducing the setback and making circulation more <br />difficult. Ms. Wenger advised against including vacuum islands as the plan was already tight. <br />Ms. Hoff-Smith questioned how a vehicle would get out if they needed to turn around. Mr. <br />Casey said they could just drive through the bay without paying. He suggested that originally, <br />an exit drive was proposed on the west side of the site, but landscaping was preferred from <br />3
