drive-bays themselves. Mr. Casey suggested that the highest decibel ready on the site would be <br />65 and lowest would be 40 decibels. He would also have Harold's Car Wash Systems attend a <br />meeting to address the commissioners concerns pertaining to the noise study. He suggested <br />sounds from traffic along Lorain Road were 70 decibels and a household dishwasher had decibel <br />readings of 64. Therefore the traffic noise along Lorain Road would drown out the noises from <br />the site. A vacuum also has a hire decibel reading then anything on the site and there will be no <br />vacuums at the site. <br />Mr. O'Malley suggested the commission address matters such as vacuums on the site, hours of <br />operation, the brick wall requested and possible electronic voice mechanisms such as those used <br />at drive through windows. As well as recommendations on any variances required and request <br />conditions be placed on any variances approved. Mr. Casey stated that there would be no <br />vacuums placed on the site at this time. Mr. O'Malley recommended the commission include the <br />condition of no vacuums being allowed on the site into any variances possibly granted by BZA. <br />Ms. Wenger advised that on the issue of hours of operation the applicants do not feel that they <br />fall within the business regulations pertaining to self service regulations prohibiting operations <br />between the hours of 10:00 pm through 6:00 or 8:00 am, as patro.ns do not exit their vehicles at <br />any point. However, that does not mean that she agreed with their interpretation of the <br />regulation. Mr. O'Malley advised that if the commission felt that the hours of operations for the <br />site should be regulated due to noise levels the commission should specifically voice those issues <br />to clearly show the adverse impact. <br />Mr. Casey suggested that if a brick wall is erected additional trees would have to be removed for <br />the base of the wall which would lesson the natural buffer. The commissioner's advised that for <br />each tree removed for the wall the applicants could replace them with new trees. Mrs. Hoff- <br />Smith questioned the need for an electronic message board which is shown in the photos <br />submitted. She further questioned why there was a need for vending machines at the site if there <br />are no parking spaces and patrons don't leave their vehicles. Chairman Koeth stated that the <br />commission would not allow any vending machines on or at the site, as the site is not set up for <br />pedestrian traffic and would create safety hazards. It would encourage patrons to abandon their <br />vehicles while waiting in line and encourage unsafe foot traffic. <br />Mr. Casey suggested the electronic message board for the North Olmsted site would only give <br />instructions for entering the car wash bay. There would only be a drive-up coin machine on this <br />site, but the owner would like the option of vending machines on the site at a later date. <br />Planning Commission recommendations: <br />• 1). Brick wall instead of vinyl fence <br />• 2). No vacuums allowed on site/lot <br />• 3). No vending machines allowed on site/lot <br />• 4). Will not be open 24 hours 7 days a week <br />• 5). Any trees removed to erect wall are to be replaced with new trees <br />• 6). An accurate sign package is to be submitted <br />• 7). Color photos of similar laser washes to be submitted <br />• 8). The bend in the west drive needs to be revised so that the apron is located 10-feet further <br />to the east to provide space for a 25-foot radius on the apron. A 25-foot radius on the apron <br />is required by code. <br />• 9). The complete sound impact report is to be submitted and it should include a study of other <br />similar sites and include tests taken after midnight.
