Mr. Stickney, the attorney for the applicants, reviewed that along the church's eastern section of <br />land there is an unused gravel driveway and parking lot which runs along their western property <br />line. Currently the church's membership is down and his clients would like to make sure that if <br />the church property is sold there would be sufficient buffering between their home and the <br />church property. Therefore the church has agreed to transfer 14-feet to the Kuti's to give them <br />more buffering from the parking lot. Commissioners had no objections to the proposed lot split <br />and consolidation plat. <br />R. Koeth moved to approve the J& A Kuti lot split and consolidation plat as proposed. R. <br />Bohlmann seconded the motion which was unanimously approved. <br />3. (GFS) Gordon Food Service Marketplace; 24001 Lorain Road: (WRD 4) <br />Proposal consists of demolishing existing (Red Lobster) building and the development of a new <br />14,849 square foot building and site improvements. Note: Planning Commission tabled the <br />proposal 11/9/05. Architectural Review Board addressed the proposal 11/16/05. <br />Ms. Wenger reported that the Commission made a number of requests, including additional <br />landscaping on the site, reducing light pole heights, and resolving drainage concerns. Those <br />issues have been addressed by the applicant. Additionally, the applicant appeared before the <br />ARB which made the following recommendations: <br />1. Look at site plans to determine if the grading at the southeast corner would properly flow <br />into the detention basin. <br />2. Remove the existing chain link fence, filling in the gaps with arborvitae. <br />3. Add diversity to the landscaping on the east side including maples and/or honey locusts <br />every 20 feet. <br />4. Add evergreens around the detention area. <br />5. Add diversity to the front landscaping including a perennial mix. <br />6. Modify the sign base to be masonry which matches the building. <br />7. Modify the building material colors to reflect the brown tones shown on the photograph <br />submitted. <br />8. Modify the coping from red to bronze. <br />9. Paint the man doors brown to match the building. <br />10. Modify the signage diagram to better reflect the sign representation in the photos submitted. <br />11. Revise photometric plan with the light pole heights as discussed. <br />12. Add a bike rack. <br />Applicants addressed each of the ARB and Commission requests as well as added extra <br />greenspace to the perimeter of the site in order to comply with EPA stormwater regulations and <br />their photometric plan received earlier in the day complies with city codes. <br />Ms. Becker reviewed that the proposed storm water detention system was much larger than the <br />existing storage system and was designed for a 100-year flood. There would be no physical <br />overflow. Stormwater will outlet through a storm sewer pipe, into the existing storm sewer at <br />the rear of the property.. The proposed system would overflow only for the 500-year flood or <br />other storms greater than a 100-year flood. She further noted that all properties have the <br />potential to overflow onto adjacent property during 500-year storms. <br />Mr. Morgan with Gordon Food Services reviewed that the primary changes made were <br />landscaping. There were arborvitaes and trees added along the east side, south rear area and the <br />southwest property line areas in the field, arborvitaes as well as Norway spruce trees were added. <br />There were trees added around the transformer and across the front of the building.
