?;. <br />Engineering issues <br />• Length of the cul-de-sac is longer than 500 feet (680 feet). The Planning Commission may <br />approve this deviation. <br />• Storm water drainage may need to-be increased. Detention basins are located in backyards of <br />several homes, just outside the building envelope for each unit, basically leaving little back <br />yard area. <br />• City needs to be provided with easements to maintain the detention areas. <br />Building issues ' <br />• New street makes the two adj acent Stearns Road properties more non-conforming, in that <br />they do not meet corner lot criteria. This is not a BZA issue. <br />• Building area shown, but no indication of garages, which are required by code <br />Other <br />• Trees and lighting provided for as notes to plan, but not indicated locations <br />• Fire department requires 96' diameter cul-de-sac for turning radius; plans appear to meet <br />this; will be reviewed by the, Assistant Fire Chief. <br />Ms. Wenger indicated that the Planning Commission previously approved the lot split of the <br />parcel. <br />Assistant Building Commissioner Rymarczyk said the type of homes may not meet square <br />footage code requirements. <br />City Engineer Durbin said there were considerable problems with the storm water <br />calculations and indicated the construction plans needed to be reviewed. Also, he questioned <br />where the easement is located and who will be responsible for maintaining it. He questioned <br />if the City or the homeowners will get title to the easement. He further stated there are many <br />issues still need to be worked out. <br />Assistant Law Director O'Malley said if the Planning Commission addresses the cul-de-sac <br />length, this would then be a recoinmendation to City Council as this is a preliminary plat. In <br />the event that storm water detention is an approved proposal, the City has access to it. In <br />larger subdivisions, homeowner associations often are responsible for these. Also, lots <br />should be configured so that there is some measure of adjustment to allow room for the <br />detention area. <br />Mr. Chris Howard, Bramhall Engineering and Survey addressed some of the issues <br />mentioned. He infortned the Commission that Mr. Whitesel is out of town. He indicated <br />that the developer wishes to have a homeowner's association. He provided the following <br />comments on the issues that were brought up: , <br />1) Easements can be provided for maintenance <br />2) Storm calculations will be revised for review to meet the city requirements. <br />3) Garages will be attached. The reason they did not show a footprint is that the developer <br />talked about 2000 sq ft plus or minus, 2-story, prices in the range of $250,000 <br />4} Cul-de-sac diameter is 96 ft <br />2
