Mr. O'Malley indicated that in the absence of a tree survey, it is safe to <br />assume that it will be cleared cut. Mr. Yager said there is not a lot of room for trees to be <br />surveyed in this development. <br />Mr. Bohlmann inquired about an 96' diameter turning radius on the cul-de-sac and thought <br />it should be 120'. Ms. Wenger indicated it is 96'. <br />Mr. Durbin said the biggest problem for the City is that new residents may want to extend <br />their yards by filling in the swale with landscaping or by fencing them off. The <br />Commission asked the developer for other some other alternatives for drainage. Chairman <br />Koeth suggested installing piping around the perimeter of the development. <br />Resident Comments: <br />Gary D. Grow, owns the properties at 6682 and 6662 Stearns Road indicated that they <br />cannot exit the driveway now and this will only make it worse. He also stated a previous <br />variance was only supposed to be for one house and that has now changed to twelve <br />houses. Another concern is that standing water will breed mosquitoes. He liked Mr. <br />Bohlmann's idea of having underground detention rather than individual grinder pumps. <br />He asked the Commissiori if any consideration could be given to get in and out of the <br />subdivision by not using Stearns Road. <br />James Malek, 6663 Sterns Road said he is most affected by the development. The reason <br />that he went along with the dividing up of the property was that the applicant had stated he <br />was going to.put his house back there. He said the side yard- set back is only 5'6" off of his <br />bedroom window which allows for little buffering. Mr. Spalding asked if there is a buffer <br />by Cypress Drive. Mr. Malek said it has a large swale. <br />R. Koeth moved to table Arbor Homes, 234-23-010 and 234-23-013 Stearns Road with the <br />following recommendations: <br />1) Have the developer meet with the City Engineer and discuss alternatives to the <br />detention basin. Mr. Durbin will check and see how this can be tied in with the <br />reconstruction of Gook Road and the County. <br />2) Have a.tree survey be done by the arborist to look at the existing trees that are currently <br />in this subdivision. <br />3) Provide an alternative to the sidewallcs. The Commission does not like the way that it is <br />approaching Mr. Malek's property. <br />4) Have the developer work with the Engineering Department on coming up with what <br />exactly is meant on the plans where it states grinder pumps for basement plumbing will be <br />required for.all sublots. Mr. Durbin informed Chairman Koeth that detailed construction <br />plans outlining sanitary sewer designs will be submitted at a later date. Mr. Yager wants <br />clarification and wants to know how engineering feels about a single lift that all homes will <br />tap into versus each homeowner having their own individual makes and models. Mr. <br />DurLin stated he did not know if they would need grinder pumps as there may be enough <br />fall of the sanitaxy sewer. <br />5) Fire chief will check the radius of the cul-de-sac. <br />6) Need to address the length of the cul-de-sac being longer than 600 feet <br />7) Provide a cut sheet to show street trees and lighting. <br />4
