CAUCUS: <br />7:15 PM <br />II. ROLL CALL: <br />The meeting was called to order at 7:30 PM. <br />PRESENT: J..Lasko, R. Bohlmann, J. Cotner, G. Malone, M. Mahoney, M. Meredith and M. Yager. <br />ALSO PRESENT: Planning Director K. Wenger, Assistant Law Director B. O'Malley, Assistant <br />Building Commissioner T. Rymarczyk, Engineering Consultant Dan Collins and Clerk of Commissions <br />D. Rote. <br />III. REVIEW AND CORRECTION OF MINUTES: <br />J. Lasko moved to approve the Planning & Design Commission minutes of August 9, 2006 as written. <br />M. Yager seconded the motion, which was unanimously approved. <br />IV. OLD BUSINESS: <br />1. Taco Bell; 24247 Lorain Road: (WRD # 4) <br />Proposal consists of alterations to approved site plans to include a dry detention basin for stormwater <br />management. Note: Proposed detention basin was denied under the Minor Change process. <br />Plannirig Director Wenger reported that although Taco Bell received final approval from the City they <br />have returned with an amendment to the stormwater detention system. The approved plan contained an <br />underground stormwater system, and the applicant now proposes an above ground detention system. <br />She is concerned about the proposal related to site safety and aesthetics. <br />The Zoning Codes require lots for fast food restaurants to be 1.5 acres to accommodate the activities of <br />the site, including the building, parking, circulation and buffering. However Taco Bell's lot is 0.6 acre. <br />Due to the size of the lot the applicant received a number of area variances including front yard setback, <br />side yard setback, parking, and more. By detaining stormwater underground, the applicant was able to <br />maintain buffering and include green space along the rear property line including a mix of existing trees <br />and new vegetation. The amendment would convert almost the entire rear buffer area into a detention <br />basin. Additional existing trees would have to be removed or likely damaged as a result of the <br />excavation. The slope into the basin would begin immediately after the parking area and extend all the <br />way to the fence line. It was her opinion that the site was too small to accommodate the proposed dry <br />detention ' basin without causing negative impacts to existing vegetation, buffering, the general <br />appearance of the area, and the safety of users of the site. <br />Mr. Collins advised that although the proposed dry basin could work, in concept, the plan is lacking a <br />topographic plan. There are no details as to how it would tie into the existing system, and it is not clear <br />if there would be grading on the adjacent property or not. As the top of the bank looks to be within 10 <br />feet of the rear line he is not sure how it would be tied in without going onto the adjacent property. His <br />recommendation is to acquire more detailed information pertaining to the grading and the calculations <br />before approving any plans.
