I.asko moved to approve the Plamning & Design Commission aninutes datecl April 12, 2006 as <br />written. M. Yager seconded the ffiotion, which was unanimously approved. <br />IV. OI,D BUSINESS: <br />• Fafth Tlaird Bank; 28856/28890 Lorain I2oad: (VM # 3) <br />Proposal consists of deynolishing 2 existing buildings and consteucting a new building with sate <br />impravements. Nate: Planning & Design Commission tabled the groposal on 04/12/06 and <br />ijariances are required. <br />1li1s. W enger reported that since the last meetuag the applic,ants tnade revisions to ttye landscape <br />plan, including preseavation of trees in the front la.ndscape azea. The commission pPeviously <br />approved the proposed imgation system and having oniy one access drive to the site. She <br />reminded the commission that they discussed making final approvai contingent upon the lots <br />being consolidated. <br />Based on the revised plans, six variances are required and five relate ta lighting. VVhereas the <br />previous plans had lighting hot spots, the revised plans contain Iocations that will have zero light <br />readings. Furthermore there are still high readings under the drive-thru canopy. One varianee is <br />for an additional vva11 sign wluch wouid be located in the drive-thru area. <br />Mr. Ra.ig reported tlnat a consolidation plat was needed for the two parcels as the proposed <br />building crosses existing parcels property lines. <br />Mr. Weber the architect reviewed that the requested ash and pine tree in tlie front would be saved <br />and perennial beds added around the base of each tree avvlnich would include Hosta as the areas <br />are shaded. There will be 5 prairifire crab trees pianted along the east property Iine. He is <br />worlcing with his neighbor to the west (1VIr. Boss) to come up wita a landscaping pian that will <br />include pirae trees and lower plantimgs along the west property line. <br />To address lighting issues fie worked vaith his engineer for aitemate solutions. A tight fixture <br />was moved inward on the property to eliminate the front lighting issue. The canopy area is a <br />sa£ety concern for the ba.nk amd tlge readings retnain higii but they feel that for safety reasons the <br />variance is vvarranted. The rear and east azeas have light encroaching over properly lines,
