? <br />CITY OF NORTH OLMSTED <br />SPECIAL PLANNING & DESIGN COMMISSION MEETING <br />OLD TOWN HALL <br />WEDNESDAY, FEBRUARY 13, 2006 <br />MINUTES <br />1. CAUCUS: <br />H. ROLL CALL: <br />Chairman Laslco called the meeting to order at 7:35 pm. <br />PRESENT: J. Lasko, M. Yager, R. Bohlmann, J. Cotner, G. Malone, M. Meredith, and M. <br />Mahoney. <br />ALSO PRESENT: Assistant Law Director B. O'Malley, Planning Director K. Wenger, Building <br />Commissioner D. Conway, and Clerk of Commissions D. Rote. <br />III. REVIEW AND CORRECTION OF MINUTES: <br />J. Laslco moved to approve the Planning & Design Commission minutes dated January 24, 2006 <br />as written. M. Yager seconded the motion which was unanimously approved. <br />IV. OLD BUSINESS: <br />HH Greiztz; 4706 Great Northern Blvd: (WRD 4) <br />Proposal consists of a new fagade and site improvements. <br />Note: Planning Commission tabled the proposal on 12/13/05. The Architectural Review Board <br />addressed the request on 12/21/05. The Board of Zoning Appeals addressed variances on <br />1/12/06 & 02/02/06. <br />Ms. Wenger reported that the applicant previously appeared before Planning Commission, ARB <br />and BZA. The BZA granted the applicants 3 variances: one for height of sign, one for sign area, <br />and one for total signage on a building. Variances which were granted were considerably <br />reduced from what was first requested. <br />P1aruling Commission and ARB made a number of recommendations including: <br />• Building materials to match Value City Furniture <br />• Storefront bollards to be replaced with either planters or brick piers <br />• Decorative light fixtures on the building are to be a darker accent color to provide contrast <br />• A rowlock over the top soldier course of brick to be added to create a projection <br />• The planter areas should have a mixture of low evergreens and Stella D'Oro Daylilies with <br />premium grade mulch ground cover. <br />• Roof top units are not to be visible or are to be screened <br />• Canopy downspouts are to tie into the existing storm sewer system <br />• The chain link fence in the rear is to be replaced with a black aluminum double rail fence <br />• All utilities are to be placed underground <br />The applicant provided revised plans prior to the start of the meeting addressing the <br />recommendations. The owner of the plaza will be coming before the Planning & Design <br />Commission in March to address overall site improvements and a sign package. <br />Assistant Building Commissioner Rymarczyk suggested that the sign be centered over the <br />entrance element. Commissioners aslced why the sign was placed above center. <br />Mr. Hockman, the architect, said that his client was concerned that the bank would block the sign <br />if it is centered.
