He recommended the commission table the <br />matter. Mr. Lasko advised that the applicant needed to cut down the amount of variances being <br />sought. Mr. Kalina said that the north signs should not be part of the package as they are not <br />visible from any other property in North Olmsted therefore they are not signs according to North <br />Olmsted city codes. Mr. Lasko stated that he would not argue or debate the matter and suggested <br />the applicants work their issues out prior to returning before the commission. <br />J. Lasko moved to table N. O. Town Center of 24954 Brookpark Rd Building D master sign <br />plan pending further consideration and discussion by the applicant and the appropriate <br />city officials. M. Meredith seconded the motion, which was unanimously approved. <br />V. NEW BUSINESS: <br />1. John Knox Church; 25200 Lorain Rd (WRD # 1) <br />Proposal consists of additional parking & new entryway. Note: Conditional Use permit required <br />Ms. Wenger reported the proposal consisted of additional parking and remodeled entryway. The <br />church's need for additional parking along the front of the building nearest an entryway results in <br />the loss of several trees. However the applicant's plans show new landscaping and existing <br />grading which reduces the visual unpact of the front parking from Lorain Road. Minor <br />modifications are scheduled for the south elevation to emphasize the entryway as a main <br />entrance to the facility. A conditional use permit is required and the Commission should <br />evaluate the criteria under chapter 1118 and submit a report of findings to Council. <br />Mr. Conway requested approval be conditioned upon the lighting plan meeting city code <br />requirements. <br />Mr. Collins advised that the applicants were required to consolidate their lots and the proposed <br />mound along the eastern property line should be pulled inward to the west closer to the drive to <br />ensure the mound remains on their own properiy. Standard engineering plans pertaining to <br />engineering requirements are required. <br />Mr. Serne with Gaede Serne Architects was present to review the proposal. Mr. Serne provided <br />a new photometric plan which was to have an average reading of 3.22 foot candles therefore they <br />would be below code requirements. Fifty four parking spaces are to be added along the front of <br />the church. There will also be a new south landscaped entryway into the church. There is a <br />landscape island between the parking rows which will have trees but they do not want to block <br />the view of the church from Lorain Road. The entryway will include two decorative pole lights, <br />stamped concrete pavers and landscape beds. The new entrance will match the existing west side <br />entrance both in colors and materials on the church. The grade of the slope to the building from <br />the,new parking lot is a 1.25 % difference. <br />Mr. Malone reviewed that the grade steps down towards the church so the parking lot will not be <br />visible from Lorain Road. The island area between the parking rows should have additional <br />landscaping added. The plant selection and placement for the new entryway is acceptable but he <br />requests all trees be planted a minimum of 2-inch caliper. There should be bollard landscape <br />lighting along the walking paths. He noted that irrigation was not provided but felt that the <br />method of maintaining the landscaping currently would be sufficient. Mr. Rerko and Mr. <br />Malone agreed that there should be a row of flowering shrubs or burning bushes south of the <br />parking area. <br />2
