He also noted the handicap parking space did not meet requirements. <br />Mr. Collins reported that clarification is needed for ingress and egress, traffic flow, direction, <br />stacking and curbing. Stormwater detention is required for the site. The drawings are unclear as <br />to where new and existing pavement starts and end. The easement referenced is not clear and <br />should be submitted for review. <br />Mr. O'Malley advised that the requirements of the zoning code apply to the development when <br />adding onto a non-conforming lot and structure such as the applicants. As pointed out there are a <br />number of challenging issues involved with the current lot. He recommended the commission <br />address the development as it relates to the planning standards and base their recommendations to <br />BZA on standards found in section 1126.07. <br />Mr. Manning, the owner's attorney, Mr. Mongello, the architect, and Mr. Smith were present to <br />review the proposal. Mr. Manning apologized for withdrawing from the last meeting but they <br />were missing a lighting plan and sign package. He said that the architect started working with <br />city departinents in January to try to ensure the best plan was presented. The parallel parking will <br />be reconfigured to meet code and an additional parking space will be added along the left side of <br />the building. The signage although not presentable was submitted to give the commission an idea <br />of what they would like. There will be a ground sign that will conform to code both in design and <br />placement. They understand that the lot following today's codes could not be developed, <br />however they want to worlc with the city to enhance the site. The gas station is preexisting so <br />traffic patterns are already established. If the parking space along the left is approved they can <br />increase the size of the handicap space so that it meets code as well. Mr. Mongello said the <br />guardrail along the east can not be removed due to the slope so it will be replaced with a wooden <br />guardrail. Mr. Manning believed the architect answered all the city's questions/concerns and <br />addressed each topic in his letter to the Planner. The plan is usable for the owner and will dress <br />up the area and increase revenues for the city. <br />Mr. Rerko questioned if there would be a kerosene pump on the site and the architect said it was <br />removed but the air pump may be placed on the new light pole. Mr. Rerko requested the plans <br />show the air pump location as it will affect both parking and vehicle staging. The east elevation <br />is to have brick throughout the addition and existing wall, which the architect agreed to do. All <br />paint is to be removed from the baclc of the building to expose the brick. The canopy which is to <br />be painted has a white box on it which he questioned. Ms. Adamson, the manager of the station, <br />advised that the box was the vapor recovery system for the fumes which come from the ground. <br />If new pumps are installed they may replace the recovery system as well as it is very old and <br />outdated. Mr. Rerko questioned the HVAC system for the new addition and aslced if the entire <br />canopy would be repainted. Mr. Mongello said the addition would have a rooftop unit which will <br />be screened with diamond mesh. The canopy fascia, soffit and columns will be painted. <br />Mr. Malone requested the southeast pad and shed be removed. The southeast boundary line on <br />the site plan shows concrete but the landscape plan calls for turf grass. The blue spruce being <br />used to buffer the two rear vents/pipes will not be enough so the vents should be painted to match <br />the brick color. He recommends the south and southeast corner of the building include more <br />evergreen trees or deciduous shrubs. Evergreen shrubs should be added along the rear of the <br />addition as well. Applicant can use Boxwood or Taxus shrubs. The 8x8 landscape timbers <br />should be replaced with either continuous curbing or a modular stack wall either of which is more <br />decorative and will withstand the abuse longer than timbers. Turf grass will create maintenance <br />problems so low growing vegetation such as blue-fescue, Stella D'Oro Daylilies or Liriope with <br />2
