Mr. Lasko felt that the proposal clearly met the criteria of <br />meeting the needs of the city and residents. <br />Mr. O'Malley reviewed that both the Master Plan and the current plan form the foundation of <br />zoning techniques and other regulations to follow. The plan is very sound and based upon <br />substantial community effort through the Planning Director and consultant. It is an excellent <br />plan and will serve the city well for years to come and form a solid base for zoning amendments <br />in the future. <br />Mr. Lasko recognized Mayor O'Grady and invited him forward to speak. Mayor O'Grady <br />emphasized that the plan is only a concept at this point. As a resident in the study area he fully <br />understands that the corridor project has the greatest impact upon those living along Stearns <br />Road. That is why he supports redeveloping the Stearns Road area in a manner which would <br />provide the greatest value possible for those who live there if they chose to move out of the area <br />as well as buffering those residents wishing to remain. There are certain elements which cannot <br />change, such as truck traffic and the sound walls; however, the city is now looking for the best <br />possible way to protect the interests of all those living in the area and the Crocker Stearns <br />Corridor plan is the first step. He understands that the residents of the area are going through a <br />tough time which will continue for a couple of years. It is his hope that by the time the <br />expansion is completed the city will be in a position to do things for the residents which will <br />protect them and provide them the best opportunities available. <br />Mr. Laslco advised that although Councilwoman Dailey Jones was unable to attend the meeting <br />she submitted a memo which he read (attached). <br />Councilman Barlcer voiced his agreement with Councilwoman Dailey Jones and wanted to <br />remind everyone that at this point it is a conceptual plan only, but will give council the tools in <br />which to help those in the area. Councilman Gareau thanked everyone present for coming and <br />advised that as the chairman of the Building, Zoning & Development Committee the plan will <br />go before his body as well as Council. He encouraged those present to come forward and voice <br />their thoughts pertaining to the plan. He asked those present with current construction issues <br />i.e. sound, dust, traffic, construction issues to direct those concerns to the city administration as <br />well as Council members as they would be happy to discuss them with them. <br />Mr. Seesin said that everyone understands that this has been going on for 30 years and no one <br />wants to wait around another 30 years for results. It is hard for the residents to see the vision <br />through the mess when they don't see the light at the end of the tunnel. The residents in the area <br />are going through things like no water, gas, electricity or access to their own drives and that is <br />why they want to know what is going to happen now not another 30 years from now. Ms. <br />Wenger said that the completion date for the roadway is 2009. However the Stearns Road <br />portion will be done by the end of 2007 if weather conditions allow. North of Lorain Road is <br />scheduled to be completed by 2009. Mr. Lasko advised that even if the plan was adopted today <br />the development of the plan is based upon market driven forces i.e. a developer interested in <br />rede.veloping the area, there is no money or development plans scheduled to take place the plan <br />is a concept only. <br />Mrs. Desnoyer questioned what was going to happen to the BP site as they here that BP is not <br />moving forward with expanding their site. Ms. Wenger said that at this point BP has not <br />submitted an official proposal to the city. <br />4
