` CITY OF 1VORTH OLMSTED <br />The Board's deliberation and vote did not directly address item 7 as the applicant withdrew the <br />request. Items 8, 10, 11, and 12 were not addressed clirectly by vote but considered moot by the <br />denial of the Special Permit and the denial of a variance to expand a noneonforming building. <br />Accordingly, based on the substamtial, probative and reliable evidence on the record, and as <br />governed by application of the foregoing standards, and further subject to the conditions, the <br />variance is hereby: <br />? Will the variance adversely affect the delivery of governmental services (e.g. water, sewer, <br />garbage)? <br />5. Did the property owner purchase the property with lcnowledge of the zoning restriction? <br />6. Can the property owner's predicament be precluded through some method other than a variance? <br />7.
