PLANNING & DESIGN COMMISSION <br />CITY OF NORTH OLMSTED <br />MINUTES FOR OCTOBER 22, 2008 <br />ROLL CALL <br />Mr. Laslco called the meeting to order at 7:30 p.m. in Council Chambers and led the Pledge of <br />Allegiance. <br />Present: John Laslco, Ralph Bohlmann, Melissa Meredith, Jim Cotner, Don Rerko <br />Absent: Angela Williainson, Greg Malone <br />Staff: Planning Director Kiin Wenger, Assistant Law Director Bryan O'Malley, Assistant <br />Building Commissioner Dale Mitchell, City Engineer Dan Collins, Clerk of <br />Commissions Donna Rote <br />REVIEW AND CORREC'I'ION OF MINUTES <br />Mr. Laslco moved, seconded by Mrs. Meredith, to approve the Planning & Design Commission <br />minutes of September 24, 2008 as written, which was unanimously approved 5-0. <br />NEW BUSINESS <br />CMS08-16: BVaI-Mart; 24801 Brookpark Road: <br />Representative: Andy Harrison, pb2 Architecture <br />Ms. Wenger the proposal is to paint the building to meet Wal Mart's new corporate image and <br />new signage. Some of the original masonry will be painted gold and tan tones. The sign <br />proposed is significantly larger than the existing sign and requires a number of variances. She <br />has reservations about masonry being painted and the sign variances are significant. <br />Mr. Mitchell said the existing wall sign is 190 square feet, 4' 7" tall and the proposed sign is 304 <br />square feet which is 114 square feet larger than the existing sign and 8' 7" tall. The applicant <br />also requires a variance for an additional sign on the building due to the McDonald's logo which <br />is 20 square feet. Mr. Collins said the sheet notes on page A2 #3 states add splash guards to all <br />downspouts draining to grade which is not allowed. City codes require all downspouts to be tied <br />into an underground piped storm sewer system therefore the note does not comply with code. <br />Mr. O'Malley said the Board of Zoning Appeals would scrutinize the sign variances. Although <br />the Coinmission addresses the design and aesthetic impact of a sign, the BZA is content neutral <br />and addresses the variances only. <br />Mr. Harrison said the proposal is a general remodeling. The majority of the remodeling will be <br />interior and the exterior changes include a new sign and painting. The color palette and sign <br />paclcage is the new national standard for all Wal Mart stores. The current location has briclc <br />which will not be painted. Man doors will be painted darlc sand, as will the coping and rear/east <br />elevation portions which are not briclc. The front/west elevation has briclc and colored CMCJ all <br />of which will not be painted. The EFIS and portions of the split-face CMU which are not
