PLANNING & DESIGN COMMISSION
CITY OF NORTH OLMSTED
MINUTES FOR OCTOBER 22, 2008
ROLL CALL
Mr. Laslco called the meeting to order at 7:30 p.m. in Council Chambers and led the Pledge of
Allegiance.
Present: John Laslco, Ralph Bohlmann, Melissa Meredith, Jim Cotner, Don Rerko
Absent: Angela Williainson, Greg Malone
Staff: Planning Director Kiin Wenger, Assistant Law Director Bryan O'Malley, Assistant
Building Commissioner Dale Mitchell, City Engineer Dan Collins, Clerk of
Commissions Donna Rote
REVIEW AND CORREC'I'ION OF MINUTES
Mr. Laslco moved, seconded by Mrs. Meredith, to approve the Planning & Design Commission
minutes of September 24, 2008 as written, which was unanimously approved 5-0.
NEW BUSINESS
CMS08-16: BVaI-Mart; 24801 Brookpark Road:
Representative: Andy Harrison, pb2 Architecture
Ms. Wenger the proposal is to paint the building to meet Wal Mart's new corporate image and
new signage. Some of the original masonry will be painted gold and tan tones. The sign
proposed is significantly larger than the existing sign and requires a number of variances. She
has reservations about masonry being painted and the sign variances are significant.
Mr. Mitchell said the existing wall sign is 190 square feet, 4' 7" tall and the proposed sign is 304
square feet which is 114 square feet larger than the existing sign and 8' 7" tall. The applicant
also requires a variance for an additional sign on the building due to the McDonald's logo which
is 20 square feet. Mr. Collins said the sheet notes on page A2 #3 states add splash guards to all
downspouts draining to grade which is not allowed. City codes require all downspouts to be tied
into an underground piped storm sewer system therefore the note does not comply with code.
Mr. O'Malley said the Board of Zoning Appeals would scrutinize the sign variances. Although
the Coinmission addresses the design and aesthetic impact of a sign, the BZA is content neutral
and addresses the variances only.
Mr. Harrison said the proposal is a general remodeling. The majority of the remodeling will be
interior and the exterior changes include a new sign and painting. The color palette and sign
paclcage is the new national standard for all Wal Mart stores. The current location has briclc
which will not be painted. Man doors will be painted darlc sand, as will the coping and rear/east
elevation portions which are not briclc. The front/west elevation has briclc and colored CMCJ all
of which will not be painted. The EFIS and portions of the split-face CMU which are not
