Mr. Collins said the eastern curb cut area is now improved for better circulation and stacking. <br />Although he is satisfied with the current changes the applicant still needs to submit site <br />improvement drawings including storm management for approval. <br />Mr. Lasko reviewed previous requests including curbing, ADA requirements, and drainage <br />which have been addressed. In regards to the trash enclosure, Mr. Kerr said they would use split <br />face block with stone coping along the top of the enclosure. Although some sites require outdoor <br />storage, this site would not have an outdoor storage unit only a trash enclosure. <br />Mr. Malone said the revised landscaping plan complies with his requests but he would like the <br />evergreen trees planted at 8 feet in height. The tree survey shows no trees would be preserved <br />and he questioned why. Mr. Kerr said that due to the amount of grading and elevation change <br />they are unable to guarantee trees can be saved. However they will try to preserve trees along <br />the western perimeter if possible. The area slated for future use would remain in a natural state. <br />Mr. Malone said he marlced his tree suivey to show what he felt to be valuable trees worth saving <br />which are species of trees which are rare and trees from 20 to 44 inch in caliper which indicates <br />they are trees 100 to 150 years old. The applicants are to put as much effort as possible towards <br />saving the older more valuable trees. He would lilce his highlighted tree survey forwarded to the <br />City Forester along with a landscape plan so the forester can determine which trees highlighted <br />are in fact worth saving and are they in areas throughout the site which can be saved and or <br />protected and not interfere with the proposed development. Neighboring sites which had <br />numerous trees preserved as the sites were developed were noted. Ms. Wenger suggested <br />possibly landbanking parlcing where such trees are located. Mr. Kerr said they were open to <br />worlcing with the city forester to see what could be saved. <br />Mr. Bohlmann questioned the depth of the dry basins and the height of the landscape mound, <br />noting it was not included on plans. He was concerned about the depth of the basins along <br />Country Club given the proximity to the sidewalk. Mr. Kerr said the slops were 3 to 1 in the <br />basin and the deepest point would be 6 feet. Mr. Bohlmann asked what a water quality swale <br />was. Mr. Collins said it is a swale/depression with specific soils that allow cleansing of the <br />storm water to occur as it moves along the swale to the detention basin. Mr. Bohlmann recalled <br />that the abutting sites had underground retention basins and felt that with such a system more <br />trees could be preserved. Mr. Collins said the applicants were following EPA requirements by <br />treating the water onsite using water quality swales and above ground detention. Mr. Kerr said <br />the detention basin would be grassed. Mr. Bohlmann requested detailed plans showing the <br />inound and dry basin dimensions and plantings. He questioned the lighting variance required. <br />Mr. Conway said there are five 30 foot light poles along Country Club Road which exceed the <br />maximum 20 foot limit for abutting residential sites. Mr. Malone also aslced for clarification of <br />the height and slope of the mound. <br />The Commission discussed signage proposed. Mr. Kerr agreed to remove the internal directional <br />sign (type A). Mr. Conway noted that by eliminating this sign two variances would be <br />eliminated. Mr. Lasko asked why the wall signs could not meet the 4 foot maximum height <br />requirement. Mr. Kerr said the wall signs were a standard size used on all their buildings. Mr. <br />Laslco did not believe that was cause for a variance to be granted. The Commission wanted the <br />2
