only collect/receive recyclables then take them to be recycled there is no recycling on the <br />premises. The conditional use would allow the city to control not only the location of such <br />centers but what takes place at the centers as well. Mr. Malone agreed with Mrs. Meredith as <br />controlling the centers with conditional use perxnits allows the city to study the business as well <br />as minimize truck traffic to the commercial areas. He does not believe that the collection centers <br />would have an adverse impact to the retail area. <br />Mr. O'Malley reviewed past discussions of the commission and noted Senate Bill 171 which was <br />currently being discussed to address regulating recycling centers. He suggested the commission <br />could recommend specific conditions and require state and federal regulations be followed. Mrs. <br />Meredith felt that the city should be willing to address the future needs of recycling and the <br />proposed conditional use method was a way to assess the methods, uses, and needs of such <br />centers to ensure when they are regulated it is done so in a proper manner. Ms. Wenger said <br />there are currently recyclable bins located throughout the city in open parking lots which act as <br />collection centers now. The ordinance would cover collection centers and she does not feel they <br />are much different then drive-through car washes, auto body centers, paint shops or other drive- <br />through services currently in the general retail district. The conditional use would regulate the <br />location, as well as what takes place within the center. Mr. Bohlmann asked if the city didn't <br />already piclc up everyone's recyclables weekly. Mrs. Meredith reviewed that the recyclables <br />which are picked up weekly by BFI are limited as to what will be picked up. Mr. Malone noted <br />that the centers would not be accepting garbage, but recyclable materials to be transferred to <br />recycling centers. Mr. Rerko voiced a concern that such facilities may not be lcept clean and he <br />would want specific conditions put in place. <br />1dlr. Lasko moved, seconded by Mrs. Meredith, to recommend City Council adopt <br />Ordinance 2008-17 regulating the location of recycling facilities and collection centers <br />within North Olmsted. Roll call: Meredith, Malone, Rerko, Williamson - yes; Lasko, <br />Bohlmann, Cotner - no; motion approved 4-3. Mrs. Meredith believed that the requirement <br />of the conditional use permit will allow the commission and Council the discretion to regulate <br />what is allowed. Mr. Rerko was in favor as long as the conditional use permit was specifically <br />regulated. Mr. Lasko would like to have specific rules and regulations controlling the proposed <br />use to avoid subset criteria pertaining to conditional use permits. <br />Mr. Lasko moved, seconded by Mr. Malone, to excuse the absence of both Mr. Lasko and Mr. <br />Rerko from the February 13, 2008 meeting, which was unanimously approved 7-0. <br />ADJOURNMENT <br />The meeting was adj ourned at 11:10 pm <br />?, ? ,?• <br />7?
