Columbia Road to the apron, moving the Columbia Road sidewalk closer to the street, producing <br />a tree survey, land banking parking near the Columbia Road apron, and updating the landscape <br />plan to accurately reflect the site plan. The plant recommended for the trellis should be wisteria <br />or halls honeysuckle which is less maintenance. A right-turn only arrow should be added to the <br />apron onto Lorain Road. The Commission briefly discussed light pole locations if parking <br />spaces were landbanked. <br />Ms. Meredith moved, seconded by Mr. Bohlanann, to table the development proposal for <br />Walgreens at 24584 Loraim Road with reeommendations as stated, which was unanimously <br />approved 5-0. <br />COMS07-0030: Conrad's Total Car Care; 4799 Great Northern Blvd: (Ward 4) <br />Representative: Pat Tumino <br />Ms. Wenger reported that the proposal consists of creating a partially enclosed tire storage and <br />duinpster enclosure to replace an existing chain link fenced area where tires are currently stored. <br />Because the proposed enclosure has a roof, it is considered a structure and subject to setback <br />requirements, in this case 10 feet. The proposed location is on the rear property line. Ms. <br />Meredith reviewed the Building Department report stating that Conrad's needs a side yard <br />variance, but the site plan does not allow for a final determination as to the exact distance located <br />from the property line. As it has a roof, it must be 10 ft from the side yard. Mr. O'Malley said <br />the BZA will be confounded by the request to vary from the code. He is unsure of the planning <br />purpose to request a variance and suggested attempting to meet the code. <br />Mr. Tumino representing Conrad's explained that the south corner of the property is where the <br />tire enclosure and dumpster are located. The objective is to enclose the tire and dumpster area to <br />avoid an increase in mosquitoes and to improve the appearance of the east end of the lot. The <br />east end of the building needs to be accessible to traffic flow for vehicles entering the building <br />and garbage collection. <br />Ms. Meredith read comments from Mr. Rerko who felt the submission was unacceptable. The <br />structure should be setback from the property line; it should have a masonry base, wood doors, <br />stone coping at the top of the masonry, a hip roofed, use a fifty year dimensional shingle and <br />determine how the structure will drain. <br />Mr. Tumino said the choice of composite material is to reduce cost. Mr. Bohlmann feels that the <br />plans need to be improved. Mr. Tumino noted there have been a number of problems with the <br />traffic flow and landscaping due to the property changes. Mr. Malone appreciated their interest <br />in improving the lot and suggested the structure could be moved inside the ten foot property line <br />and turned ninety degrees so that the back of the unit would be at the back of the Chick-fil-A <br />lease line. Mr. Tumino was concerned the structure might encroach on the overhead. <br />Ms. Mereciith moved, seconded by Mr. Bohlmann, to table the proposal for Conrad's Total <br />Car Care at 4799 Great Northern Blvd., with the recommendations to submit new plans to <br />include turning the proposed structure ninety degrees ancl move ten feet inside the east <br />property line, an accurate site plan, a masonry enclosure, wood doors, stone coping at the
