Mr. Meder said that he would like the building department to provide the board with written
options to look at regarding what the building commissioner would like to see changed within
chapter 13 of the building codes. Mr. Mitchell reviewed that he would also like the board to
address fencing for residential property abutting commercial property. Mr. Althen suggested
requiring abutting fencing to have an access for maintaining the area.
Mrs. Sabo cautioned that the city didn't end up with alley's nuining through sideyard as well as
rear-yards of developments as it would quickly become unsightly. Mr. Althen was concerned
that a 5 foot setback would be significant for some of the smaller lots within the city. He
suggested looking at different setbacks depending on lot size. Mr. Jarachovic questioned if the
city could require a specific style of fencing be installed to ensure the aesthetics of
neighborhoods were not compromised. Mr. Mitchell reviewed the style of fences listed as being
allowed within the city. He said there had been trouble with property owners installing fences
without permits, which is not realized until an inspector visits a site for a permit pulled. Mrs.
Sabo asked if a resident was just replacing damaged sections of existing fencing would they be
required to pull a permit and then have to bring the entire fence into code. Mr. Mitchell
reviewed that the building codes allow a specified percentage of fencing to be replaced without
requiring the fence be brought into code however a permit is required.
Mr. Mitchell said he would provide the board information on commercial and residential fencing
to review. Wording pertaining to commercial lots patios and fencing which is being requested
more is needed especially when liquor is involved as well. Mrs. Sabo questioned if living
fencing were addressed in the building or zoning codes. Mr. Mitchell said under the code for
safety the building department can address landscaping in public areas. Mrs. Sabo suggested the
building department submit fencing wording as well as any other wording the building
department wished to see addressed for the next meeting.
The clerk reviewed the updated calendars, phone lists and Bbca forms which were included in
the board members packets. The majority of changes which were made to the board members
forms pertained to basic wording, which was modified to match staff titles and terms which the
city uses within the building codes.
Mr. Meder moved, seconded by Mr. Althen, to excuse the absence of Mr. Lipcsey which was
unanimously approved 4-0.
ADJOURNMENT
Witl,no further business pending the meeting was adjourned at 6:15 p.m.
Donna Sabo,
?6?nAaRote, lerk of Commissions
Approved:
2
