A. <br />Three Westfield signs are proposed: sign 1 on the south elevation which is 8 feet tall, 203 square <br />feet, sign 2 on the east elevation atop the roof at 8' 10" tall, 247 square feet and sign 3 on the <br />north elevation atop the roof at 8' 10" tall, 247 square feet. A variance for a third wall sign is <br />needed for the east elevation (sign 2) as it does not front Great Northern Blvd. All three <br />Westfield signs require height and total square footage variances. Signs 2 and 3 require <br />variances as codes do not permit rooftop signs. Board members felt the east elevation fronted <br />Great Northern Blvd and Ms. Wenger explained that Sears parcel negates the east elevation <br />having frontage. Mrs. Sergi questioned if the south elevation identified an entrance and <br />questioned why the signs were above the roofline. Mr. Vlaeminck said sign 1 did not include an <br />entrance and signs 2 and 3 identify entrances and mall ownership which is needed to improve <br />patronage. The height variances needed are created by the height of the "W" in each sign. Ms. <br />Rudolph questioned how the rooftop signs would be anchored and Mr. Vlaeminck said the signs <br />would be mounted using a steel framing system to ensure they are secure. <br />Retail A has signs 4, 5 and 6. Variances for two additional wall signs are needed for sign 5 on <br />the south elevation and sign 6 on the east elevation. Sign 4 is 16 feet high and 416 square feet <br />which requires a height and total square footage variances. Sign 5 is 1' 10" high and 18 square <br />feet which identifies a service provided and requires no variance. Sign 6, located on the east <br />elevation within the proposed Westfield entrance, is 7'9" inches high and 98 square feet which <br />requires a height variance. Retail A being an anchor store requires a wall sign on the east and <br />south elevation. Retail B will be located on the southeast corner of the new addition and requires <br />a variance for an additional wall sign which is located on the east elevation. A possible Retail C <br />is on the north side of the building just west of Dick's behind Smokey Bones and does not <br />require variances. 1494 square feet is allowed for total sign face for building and a 3827 square <br />foot variance is needed as there will be a total of 5321 square feet of signage on the building. A <br />1596 square foot variance is required for sign face area per lot along Country Club Blvd is <br />needed as 1616 square feet is allowed and 3212 square feet is shown. <br />Ms. Rudolph aslced if sign 4 was a standard size for Retail A or did they offer smaller sizes and <br />Mr. Vlaeminck said it was what the tenant requested due to the setback and visibility needed <br />along Country Club and Great Northern Blvd. Some of Retail A's other locations have more <br />wall signs which are both larger and smaller. Mrs. Diver questioned if the building's footprint or <br />height would be increased or remain the same. Mr. Vlaeminck said the existing building <br />footprint and height would remain the same so existing setbacks would not be altered. Ms. <br />Rudolph and Mrs. Sergi questioned Retail A's sign 6location on the east elevation of the new <br />entry as it would not be a direct entrance into their store. Mr. Vlaeminck said sign 6 was placed <br />in its location at the request of the PDC and identifies that you can access their store through the <br />new mall entrance. He noted other anchor stores in the mall have more signage than Retail A <br />was requesting and the location of the sign would be a part of their leasing agreement. Mr. <br />Vlaeminck reviewed variances granted for Dillard's, Dick's, Smokey Bones, Red Lobster, <br />Jared's Jewelers, Wild Mango, Archivers and possibly H&M were due to the mall's large <br />setbaclcs, historical uniqueness and multiple owners throughout the site. <br />Mr. Slagter reviewed that Westfield Great Northern is a unique property as it is a regional <br />shopping center. It is located within the general business district and the question is whether the <br />variances being requested meet the spirit and intent of the zoning code. Section 1139 of the city <br />2
