PLANNING & DESIGN COMMISSION <br />CITY OF NORTH OLMSTED <br />MINUTES FOR SEPTE1dIBER 09, 2009 <br />ROLL CALL <br />Mrs. Meredith called the meeting to order at 7:35 p.m. in Council Chambers and led the Pledge of <br />Allegiance. <br />Present: Melissa Meredith, Greg Malone, Don Rerko, Ralph Bohlmann, Jim Cotner <br />Absent: John Lasko, Angela Williamson <br />Staff: Planning Director Kim Wenger, Assistant Law Director Bryan O'Malley, Clerk of <br />Commissions Donna Rote <br />REVIEW AND CORRECTION OF MINUTES <br />Mrs. Meredith moved, seconded by Mr. Bohlmann, to approve the Planning and Design <br />Commission minutes of August 26, 2009, which was approved 5-0. <br />COMMUNICATIONS <br />Ordinance 2009-100: <br />An ordinance providing for the amendment of the zone map of the City of North <br />Olmsted in order to supplementally zone the hereinafter identified parcels of real <br />property so as to include them within the Wind Energy Overlay district ("WEOD") <br />of the City of North Olmsted. <br />Ms. Wenger said the Ordinance adds additional parcels to the WEOD PP # 234-08-001, 234-08-003, <br />234-08-004, 234-08-005 and 234-09-012. The parcels are zoned Motorist Service District and are <br />adjacent to the Limited Industrial District which is also proposed to be included in the overlay <br />district. The request to include the parcels in the overlay district comes from the property owner <br />who also owns land in the Limited Industrial District. <br />Mr. Bohlmann said he believed that the ordinances should not allow small and medium WECS in <br />residential areas nor should they be allowed on school property unless they are building <br />intergraded systems. Despite being subject to any conditional use permit requirements. He felt <br />the Waste Water Treatment plant was a good location for the systems or areas along I-480 which <br />would not be near or obtrusive to residents. Solar energy would be a better solution for city <br />property and the school district. Mr. O'Malley pointed out that the proposed ordinance was not <br />related to the WECS Chapter which regulates the size, placement and requirements of wind <br />energy systems. The ordinance is to include the listed parcels within the overlay district. <br />Mrse Meredith moved, seconded by Mr. Rerko, to recommend council adopt Ordinance <br />2009-100 which is an ordinance providing for the amendment of the zone map of the City of <br />North Olmsted in order to supplementally zone the hereinafter identified parcels of real <br />property PP# 234-08-001, 234-08-003, 234-08-004, 234-08-005 and 234-09-012 so as to include <br />them within the Wind Energy Overlay district ("WEOD") of the City of North Olmsted, roll <br />call; Malone, Rerko, Meredith -yes, Bohlmann, Cotner -no, motion failed 3-2.
