WECS are not allowed as a matter of right but are subject to review. Mr. Bohlmann and Mr. <br />Cotner would both like the parcels within the overlay district to exclude school properties which <br />should only use building integrated systems. <br />Mrs. Woost said she was unsure about WECS feasibility and questioned if her lot was included <br />in the overlay and Ms. Wenger said just those listed in the ordinance were. Mr. Rerko noted that <br />both commercial and residential owners could install building integrated systems and if their lots <br />are large enough they can apply for small systems. Ms. Parker said most parcels in the overlay <br />are school and city owned land which equates to the residents having to pay for any system <br />installed and residents' taxes are already too high so who would be paying for the WECS. Mr. <br />Kuhel said he is looking for explanations for the towers, specifically how much power can the <br />systems generate, is it just for individual structures, have other cities had success with such <br />systems and able to save money. Ms. Wenger said the legislation allows electricity generated for <br />individual property owners for on site consumption. Tax payers can save when schools or public <br />facilities install systems through grants or other funding sources or through the savings the <br />WECS generate themselves. Personal property owners can benefit through small or building <br />integrated WECS for personal consumption. Mrs. Kuhel said the systems are unsightly and there <br />are enough unsightly things in the city such as power lines and cables and she doesn't want to <br />see the city become an eyesore. <br />Mrs. Meredith moved, seconded by Mr. Rerko, to recommend Council adopt Ordinance <br />No. 2009-64: An ordinance providing for the amendment of the Zoning Map of the City of <br />North Olmsted in order to supplementally zone the hereinafter identified parcels of real <br />property so as to include them within the Wind Energy Overlay District (WEOD) of the <br />City of North Olmsted. Roll call: Meredith, Malone, Williamson, Rerko - yes; Bohlmann, <br />Cotner - no; motion passed 4-2. <br />Mr. Meredith moved, seconded by Mr. Malone, to recommend Council adopt Ordinance <br />No. 2009-86: An ordinance providing for the amendment of the Zone Map of the City of <br />North Olmsted in order to supplementally zone the hereinafter identified parcels of real <br />property so as to include them within the Wind Energy Overlay District (WEOD) of the <br />City of North Olmsted.
