I <br />PLANNING & DESIGN COMMISSION <br />CITY OF NORTH OLMSTED <br />MINUTES FOR JULY 22, 2009 <br />ROLL CALL <br />Mr. Lasko called the meeting to order at 7:30 p.m. in Council Chambers and led the Pledge of <br />Allegiance. <br />Present: John Lasko, Melissa Meredith, Greg Malone, Angela Williamson, Jim Cotner, Ralph <br />Bohlmann <br />Absent: Don Rerko <br />Staff: Planning Director Kim Wenger, City Engineer Dan Collins, Assistant Law Director <br />Bryan O'Malley, Assistant Building Commissioner Dale Mitchell, Clerk of <br />Commissions Donna Rote <br />REVIEW AND CORRECTION OF MINUTES <br />Mr. Lasko moved, seconded by Mrs. Meredith, to approve the Planning and Design Commission <br />minutes of July 8, 2009, which was approved 4-0. Mr. Cotner and Mr. Bohlmann abstained. <br />COMMUNICATIONS <br />CMS09-05 Wea Great Northern Mall; 4954 Great Northern Mall: <br />Representatives: Evan Vlaeminck, Westfield Development Director; Chris Barnett, Westfield <br />Senior Vice President; Kurt Reddick, Westfield Great Northern General Manager; Michael Platt, <br />Westfield Regional Director of Design; Anne McBride, McBride Dale Clarion; Bill Boron, <br />Atwell Hicks; John Slagter, Buckingham, Doolittle & Burroughs <br />Ms. Wenger said the proposal involved modifications to buildings and site changes which <br />correspond with internal reconfigurations proposed by Westfield. These include relocating the <br />food court to the north side of the mall in the vicinity of Dick's Sporting Goods and renovating <br />the existing food court area to accommodate new tenants, shown on plans as Retail A and B. <br />Westfield proposes to update the faqade for the new tenants, create a new rnall entry on the east <br />side of the building near Sears and improve the mall entry west of Dick's. The proposal results <br />in a net loss of retail square footage; therefore, additional parking is not required. <br />Ms. Wenger said the proposed routes for pedestrian and bike access along the north side of the <br />mall are better detailed than the south side. The pedestrian path and bike travel from Brookpark <br />Road should be clarified and the arrows on the south side do not provide detail as to how bikes <br />and pedestrians will navigate the site. Once pedestrian and bicycle access are determined, bicycle <br />racks should be supplied at the main entries. If bollards are proposed, they should be integrated <br />into the building architecture by using rusticated block which is used on the building in lieu of <br />stainless steel. The east elevation fails to show the side view of the blue wall. Westfield's new <br />east entry area should continue the rusticated block as a base material. All proposed signage <br />needs to be clearly identified and shown on the elevations. The condition of the existing <br />landscaping outside Sears in the median island is lacking and the pines at the corner are likely to
