Date: July 8, 2009 <br />From: Councilman Larry Orlowski <br />To: Planning & Design Commission <br />Ordinance 63-2009, New Chapter 1153 Wind Energy Conversion Systems (WECS ). Suggested <br />additions to the Ordinance: <br />1) Mandate grounding and lightening protection devices. <br />2) All electrical apparatuses and wires located underground. <br />3) Submit an annual notice of operation, on or before January 1, of each year. <br />4) Removal within 90 days of discontinuation of operation. <br />5) A bond in an amount to cover the cost of removal of the WECS in case of abandonment <br />and/or failure of an owner to remove after discontinuation of usage. <br />6) All maintenance work to be like kind replacement. <br />7) No abutting property owner(s) to create an easement for the fall zone to overlap an <br />abutting property. <br />8) No WECS located within 1,000 feet of any historic site or Historic District. <br />9) Since WECS of any kind are likely to have significant and/or unique impacts on adjacent and <br />nearby properties, there is a need for methods to lessen or minimize, any adverse impacts. <br />A) Adequate screening for adjacent residential properties and/or areas. <br />1) Landscaped buffer between WECS and neighboring residential properties. <br />2) Screening of all ground mounted equipment. <br />3) Site selection or location on a property. <br />4) Financial implications on property value of residential property(s) next to or in close <br />approximation to a WECS. <br />8
