Records Disposal: Building Denartment and Springvale Golf Course <br />Mr. Schumann reviewed the Building Department and Springvale Golf Course RC-3 forms <br />submitted to the Landmarks Commission. Mr. O'Malley explained according to Records <br />Commission procedures, before archived files are destroyed or offered to the State of Ohio, <br />Landmarks is invited to review the documents for historic significance or interest. If Landmarks <br />identifies files they wish to review for historical significance, arrangements would be made with <br />the department in possession of the records. Where the historic records would be kept, or by <br />who, would be decided later and would involve a petition to City Council. There are three <br />primary records commission forms: the RC-1, a one time disposal record; the RC-2, an inventory <br />and retention schedule; and RC-3, files recorded on an RC-2 that have come up for disposal <br />based on standard retention periods. The Landmarks Commission can expect the submission of <br />RC-3 forms for review on a regular basis. There is a limited time frame for review that would <br />not always coincide with monthly meetings. Ms. Wenger recommended a committee be formed <br />to review the RC-3's via e-mail. <br />Mr. Rerko moved, seconded by Ms. Davis, that Mr. Schumann, Mr. Thomas, and Mr. <br />Neville form a subcommittee to review RC-3 forms as they are submitted to the Landmarks <br />Commission, which was unanimously approved. <br />The Landmarks Commission members agreed that there were no files of historic interest on the <br />Building Departrnent or Springvale Golf Course RC-3 forms. <br />NOACA Traffic Studv <br />Ms. Wenger reported the City has been working with NOACA through a grant to study the <br />Lorain, Porter, and Butternut R.idge Roads intersection. With the goal to improve traffic flow, <br />aspects being studied include intersection configuration, roadway alignment, signalization, turn <br />movements and signage. The improvements may result in change in the traffic pattern and the <br />entrance to the Historic District. A public meeting will be scheduled. The project will be <br />performed this summer. <br />Bidduluh House Reuairs <br />Concerning real property maintenance violations for the Biddulph House on Butternut Ridge <br />Road, Mr. O'Malley reported the property owners were cited and convicted in Rocky River <br />Municipal Court. They were fined $500 and put on inactive probation. The Building <br />Department reports substantial compliance with structure repairs and lot clean up. The owners <br />reside out of state, which contributed to delays in reaching a disposition. <br />OLD BUSINESS <br />Old Town Hall ADA Improvements, CLG Grant <br />Ms. Wenger reviewed that a scope of work was developed for this project then submitted to a <br />local construction company for a construction estimate, which was $48,500.
