a curb cut onto Maclcenzie road will provide safe access to the Lorain Road intersection. The <br />ATM which is currently located in front of the building is a safety concern for pedestrian traffic <br />as people inust walk in front or behind vehicles queued to use the ATM. The shape of the lot <br />and placement of the building are existing and creates a difficult situation. <br />Mr. Malone appreciated the number of trees being saved and did not object to those being <br />removed. For the new areas the planting materials are fine however the size and quantity of the <br />plantings should be 200 daffodils and 100 daylilies intermix in each of the beds. Planting caliper <br />ineasureinents are to be talcen 4 feet above grade. The size of the trees should be 2%" to 3" <br />caliper for maples, 6' to 7' for spruces, 2 gallon cypress, 2 gallon hosta, and crab apple sized as <br />noted. The existing landscaping throughout the site is very overgrown and not healthy therefore <br />the existing beds should be replanted which requires a new landscape plan be submitted for the <br />entire site not just the parlcing area. The rear existing wooden fence requires maintenance. Mr. <br />Miller said the existing fence would be continued and the owner addresses maintenance issues as <br />they arise. He reviewed the changes made in the new plans which addressed parlcing spaces and <br />lighting concerns. Mr. Parry questioned the internal traffic pattern created and why the eastern <br />Lorain curb was not an entrance which would be a direct line to the ATM. The new parking area <br />does not provide for pedestrian foot traffic as there are no sidewallcs to the building. The <br />residents to the east will not have screening or buffering. Mr. Bohlmann said a briclc dumpster <br />enclosure with wood gates needs to be installed. The condition of the existing fence is poor and <br />should be fixed including staining/painting or replacing. He recommended continuing concrete <br />curbing around the property. He questioned what types of drains are located on site. Mr. <br />Bohlmamz said all drains should be connected to the catch basin and questioned how often the <br />generator was tui7led on as it was loud and disturbing residents. Mr. Cody said the only time the <br />generator runs is when power goes out and quarterly it is tested. Mr. Cotner felt the entire site <br />should be irrigated not just the new beds. Mrs. Meredith is concerned that the designated <br />walking areas are striped instead of raised sidewalks being so close to vehicle traffic which is <br />also poorly designed. The applicant said the striping was used to accommodate snow plow <br />truclcs. Mr. Rerlco proposed site modifications for improved circulation. He suggested creating a <br />dumpster enclosure along the baclc of the building near the southwest area. Mr. Parry was <br />against releasing traffic onto Maclcenzie due to the proximity of the residents. <br />Mr. Hill said his home was across the street from the new drive which would be affected by the <br />new parlcing lot. His and his neighbor's homes will be encompassed by parlcing lot which <br />creates noise, fiiines and provides unsecure areas for reens to hang out. Installing lights in the <br />new area will create lighting problems for the abutting homes. Mackenzie already has heavy <br />traffic and adding another commercial curb will exacerbate the existing traffic issues. Drainage <br />south of Lorain is poor and it does not sound lilce the proposed drainage is going to be enough to <br />lceep the water out of the neighbor's yards and homes. During school, worlc and evening hours <br />the traffic is so bad he can't get out or into his driveway. Mr. DiFranco said that there is a storm <br />water management plan which will comply with code and will improve the drainage situation. <br />Ms. Wenger clarified that the proposed area for the parlcing lot is zoned commercial and parking <br />is a perinitted use. The commission's taslc is to mitigate the negative impacts to the surrounding <br />properties not to determine if the use is permitted. However the southwest area of land is <br />residential and the coininission is encouraged to not require any structure or enclosure be placed <br />2
